Priority consideration will be given to military spouse preference eligibles residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Duties

Help

The successful selectee will perform the following duties:

  • Provides technical oversight on all scheduled and emergent work performed by the RMC personnel, contractors and ship's force (as required).
  • Reports of progress of delays are the specific responsibility of the SME, with a mandate to assist in determining technical solution to meeting stated deadlines.
  • Reviews job specification for completeness, ensuring the work packages include proper repair procedures (including quality Assurance Checkpoints) and are used in accordance with a Technical Repair Standard (TRS) and/or other appropriate technical documentation as required.
  • Coordinates with the Maintenance Team concerning machinery space support systems for operation and testing of conventional steam generating plants, with Ships Force, Steam Generating Plant Inspectors (SGPI), and repair contractor to support operational testing that requires underway periods.
  • Provides a professional assessment of the time required to complete this evolution.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This is an Emergency-Essential (E-E) position. In the event of a crisis situation or war, the selectee must continue to perform assigned duties to support mission requirements until relieved by proper authority. Selectee must sign a DD 2365 (DoD Civilian employee overseas E-E position agreement) and must be removed from his/her military recall status if alternatives for filling the position during an emergency are not available.

Selectee will be required to successfully complete a pre-appointment physical examination.

Travel by military or commercial flight required 5% per month.

Scheduled/unscheduled overtime may be required.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in providing oversight on ships undergoing steam generating plant or steam catapult accumulator repairs, overhauls, modernization conversions, and other related issues.

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in providing evaluation and technical oversight on ships undergoing steam generating plant or steam catapult accumulator repairs, overhauls, modernization conversions, and other related issues; AND act as the liaison amongst the organizations (e.g., Regional Maintenance Center departments, Naval/Civilian shipyards, NAVSEA In-Service Engineering Agents, etc.).

Additional Requirements:
Approximately 20 percent of the work is performed in an office setting. The shipboard phase of a task involves considerable walking, climbing, and crawling in and around the equipment/system with marginal accessibility being a frequent problem. Standing for several hours at a time on hard steel decks also occurs regularly during ship visits.

The position regularly involves working inside enclosed spaces; exposure to hazardous electrical voltages; large rotating machinery elements; electromagnetic radiation from high powered transmitters; nuclear radiation in and around machinery spaces aboard nuclear powered ships; explosive, flammable or incendiary materials, etc.

Work may require selectee to be subjected to adverse environmental conditions while on board ship such as extreme heat and cold and excessive humidity, noise, and airborne particles (such as smoke, industrial debris, etc.).

The work is normally required on board U.S. naval ships at berths, at anchor, or at buoys within the harbor. On numerous occasions and with short notice, there will be requirements to perform temporary additional duty at sea on naval ships and/or at naval or private shipyards located throughout the world {including combat zones} utilizing government as well as commercial aircraft. Helicopters and aircraft (COD) flights are utilized for transfer to/from ships at sea. High line transfer from ship to ship may be occasionally required.

This position has been identified as one in which shift hours may be changed without 3 days advance notice and for periods of less than 3 weeks. There are also requirements to conduct surface vessel at-sea trials and evaluations.

Appropriate personal protective equipment (hard hat, steel toe shoes, double hearing protection and safety glasses) will be required.

Selectee is required to perform assigned duties at a variety of job sites within commuting area. It is selectee responsibility to transport him/her in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.

Additional information

For those applicants located outside of the commuting area, a service agreement may be negotiated in accordance with the Joint Travel Regulation and applicable Department of the Navy policies.

Tour of duty will be 36 months.

Pay retention will be granted to the selectee recruited outside the area who accepts a downgrade when there is no step in the lower grade that equals or exceeds his/her current rate of basic pay.
