This position is located in the Department of Defense (DoD), Office of the Inspector General (OIG), Deputy Inspector General for Investigations (DIG-INV) - Defense Criminal Investigative Service (DCIS) - Cyber Field Office. The incumbent is assigned to the Cyber Field Office's headquarters Digital Media Examination and Analysis team and functions as an information technology specialist specializing in incident response, digital media examination and analysis; and information security.

NOTE: The ability to obtain and maintain IAM Level II certification within 6 months of hire, if not already obtained, is required for this position.

Help

The incumbent:

  • Designs, implements, and maintains various IT systems and workflows required to facilitate, defend, and advance the Cyber Field Office's mission through intrusion investigation, digital forensics, electronic discovery, and protection of DCIS's enterprise digital media examination and analysis systems from external/internal intrusions and malware directed against its networks, IT Security equipment, servers and workstations.
  • Researches, drafts, and coordinates digital forensics bulletins and cyber vulnerability reports to notify special agents and the information assurance community of the techniques used by criminals to subvert digital forensic evidence, inform special agents of current practices used for incident response, digital media examination and analysis, information security, and intrusion investigation.
  • Develops and deploys standardized toolsets and provides operational maintenance and support of DCIS Cyber Field Office networks, servers, networking and IT Security equipment, servers, workstations, tools, and other required systems.
  • Responsible for creating and maintaining operating systems baselines for servers and workstations; extensive knowledge of server, workstation, IT security and networking equipment, and application virtualization required.
  • Deploys, to include making court authorized entries on to a suspect's property (e.g., house, office, warehouse, vehicle, vessel, aircraft, etc.) and operates digital media acquisition, examination, and analysis equipment to assist in the collection and protection of electronic evidence stored within various forms of digital storage according to rules of evidence as required by applicable law.
  • Maintains knowledge of the laws of search and seizure, and regulations, restrictions, and policies that govern the collection of digital evidence.
  • Maintains the DCIS digital forensics equipment baseline, ships and receives digital forensics equipment, maintains DCIS digital forensics software inventory, and assists in with accountable property management.
  • Obtain and maintain digital forensic certifications required by the field office and other certifications if so required by DoD or federal policy.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities within the DoD are not required to conduct mandatory drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Qualifications

Basic Requirement: The minimum qualifications for the GS-2210-13 position, you must have at least 52 weeks of specialized experience at the GS-12 level in the federal service or an equivalent level.

In addition to meeting the basic requirement, qualified applicants must possess Specialized Experience:


One year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-12, within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: designing, implementing and maintaining various technical systems and workflows required to facilitate, defend, and advance the Cyber Field Office's mission through intrusion investigation, digital forensics, electronic discovery, and development, operation, and protection of DCIS's enterprise digital media examination and analysis systems from external/internal intrusions and malware directed against its networks, IT Security equipment, servers and workstations. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
