The selectee for this position will serve as a Contract Specialistfor the DEPARTMENT OF THENAVY.

Selectees are appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). Incumbents may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Duties

Help

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Manage, supervise, perform, or develop policies and procedures for professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures;
  • The evaluation of contract price proposals;
  • The administration or termination and close out of contracts; and
  • The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.
Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants applying must meet the following Basic Requirement of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • Completion of a 4-year course of study leading to a BA degree with a major in any field AND have completed at least 24 semester HR in any combination in following fields:accounting,business,finance, law,contracts, purchasing,economics,industrial management,marketing,quantitative methods,or organization and management;
  • OR is a current employee of the DoD or a member of the armed forces(other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000 or served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty;
  • OR is a current DoD employee in the Contingency Contracting Force. (basic requirement is qualifying for the GS-05).
In addition to the basic requirement your resume must demonstrate the Minimum Requirement for the grade level listed below:

To qualify for GS-05: Your resume must demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree with a major in any field; AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

To qualify for GS-07: Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assembling contracts; and performing limited contract administration OR you have a combination of education and experience that equates to one year of experience.

Education
