The mission of the NBRC is to provide economic and infrastructure development grants to projects in select northern counties in Maine, New Hampshire, Vermont, and Maine that have various degrees of economic and demographic distress.
In coordination with the State Co-Chair, the Federal Co-Chair leads the NBRC and is responsible for overseeing the proper administration of Federal funds by the NBRC. The Federal Co-Chair is nominated by the President and confirmed by the U.S. Senate.
The NBRC has built a strong network of state, local, and economic development leaders who provide guidance and support for NBRC programs. Such support also helps NBRC staff maintain knowledge of local conditions throughout its extensive service area.
Under its enabling statue, the NBRC is to be guided by a series of five year strategic and operating plans.
This position is temporarily located in Concord, NH. The office will be moving to Hanover/Lebanon, NH. The move will result in a salary change reflective of the new location.

Serve as a liaison with grant applicants and grant recipients
Help create new NBRC grant programs, applications, grantee benchmarks, and reporting requirements
Will assist in developing, managing, and following a process in which all grant applications under consideration by the NBRC for approval or rejection.
Ensure that applications and related materials are easily and widely accessible to potential applicants
Work with upper management and State partners to create and organize the distribution of marketing materials that alert potential grantees about the opportunities for funding assistance
Manage existing grant awards ensuring that grantee reports are updated, reimbursement requests are eligible, and grant funded projects are progressing and can be closed within the agreed period
Oversee Grantee award administration activities by the Local Development Districts.
Assist the NBRC Executive Assistant to develop and implement office technology, procurement, and office management plans
Assist the NBRC Executive Assistant to create and maintain internal databases of contacts, grantees, equipment, and electronic files
Assist the Federal Co-Chair to create annual operational and programmatic budget justification documents for the Office of Management and Budget as well as Congressional appropriations committees
Assist the Federal Co-Chair to create and Distribute the NBRC's Annual Report
Be responsible to update relevant content to the NBRC's website related to NBRC programs
On occasion, represent the NBRC at occasional meetings in the four states where potential grant applicants, supporters, economic developers, and allied individuals might congregate
Research and resolve reimbursement issues raised by the staff and/or client
Assist in developing and updating user documentation and training materials
Assist with maintaining spreadsheets, establishes group addresses, monitors the NBRC Admin mailbox, and tracks the questions to ensure that answers are provided in a timely manner and consistent with policies and procedures
Maintain the record of contract documentation to include emails, payments, written and verbal communications.
Research, identify, and analyze program requirements and problems for projected and planned programs.
Telework may be available after an established waiting period

Qualifications
You must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-05 level in the Federal service providing administrative support of a full range of administrative support services; coordinating administrative activities to ensure consistent support operations; applying analytical and evaluative techniques to resolve issues; and general knowledge of management principles.
OR
You may substitute one year of specialized experience by possessing at a Bachelor's Degree or equivalent in a field such as business or public administration, management, human resources, or a related field.
You must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-07 level in the Federal service providing technical and administrative support of a full range of administrative support services; coordinating administrative activities and staff to ensure consistent support operations; applying analytical and evaluative techniques to resolve issues; and basic knowledge of management theory and principles.

Education
You may substitute one year of specialized experience by possessing at least two years of progressively higher graduate education leading to a Master's or equivalent graduate degree in a field such as business or public administration, management, human resources, or a related field.
