Summary

This position is located in the National Weather Service, National Centers for Environmental Prediction, Central Operations, Implementation and Data Services Branch in College Park, MD. The incumbent will serve as the Team Lead of a group of analysts working to implement and maintain all of the operational applications running on the Integrated Dissemination Platform (IDP) system. IDP applications include programs that gather and process observational data, create radar mosaics, alert the public of watches and warnings, and other programs across the NWS and NOAA. As Team Lead, the incumbent will work across organizations to integrate, implement and support these important NOAA processes and lead the team of analysts as they support these new and exciting systems.

Help

As an Lead IT Specialist (Applications Software), you will perform the following duties:

  • Serve as the Team Lead for the Onboarding Team in the Implementation and Data Services Branch (IDSB) to include: managing the workload of the team members and providing support and feedback to the IDSB Chief.
  • Analyze, integrate, test and implement applications on the Integrated Dissemination Program (IDP) System.
  • Lead projects to implement applications on IDP, including coordination with development groups, development of project plans and schedules, supervision of testing and implementation, and communication with user base and stakeholders.
  • Troubleshoot issues with IDP applications and systems during business hours and off-hours, and coordinating the resolution of these issues with the appropriate team leads and branch chiefs.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. IT Competencies: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

  1. Attention to Detail ‐ Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service ‐ Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
  • Reviewing, testing, installing, monitoring, and troubleshooting new and enhanced software applications on a computing system; and
  • Coordinating projects to implement applications on computing system, including collaborating with development groups, assisting in the development of project plans and schedules, overseeing of testing and implementation, and communicating with user base and stakeholders.

Education

Substitution of education for experience is not applicable to this vacancy.

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified). You will be evaluated for this job based on how well you meet the qualifications above.
