Help

This position is located in the Office of External Affairs, Media Relations Division. The incumbent serves as a Visual Information Specialist assigned to one or both functional areas (Print/Presentations) of visual information services and is responsible for an array of computer software applications and systems to receive and transform textual, imagery, and graphic data into finished publication products for dissemination. He/she designs and prepares production templates. The incumbent also produces storyboards and creates graphics and animation, and edits and authors DVDs and/or CDs, along with coordinating packaging and duplication.

The major duties of this position include the following:

  • Performs all aspects of video production including audio shooting, editing and designing of animated effects and related graphics.
  • Develops and produces briefing boards, posters, branding images, and multimedia presentations. Digitally designs documents, charts, photos, and diagrams to effectively communicate intelligence and administrative information in print, web, and multimedia formats.
  • Creates and designs moderately difficult products (maps, charts, illustrations, and publications), from rough drafts and thumb nails to best convey the intent of the author's message to the customer.
  • Operates computer graphics hardware and software including page design image illustration software creating pictorial drawings and renderings of a highly technical nature. Utilizes word processing, page-layout, imaging, and illustration applications to receive and construct textual data, images, and illustrations in prescribed publications ready for print and/or electronic dissemination.
  • Designs/illustrates, codes and prepares information for hardcopy and web dissemination including social media processes in support of the FERC requirements.

Qualifications

GS-11: To qualify for the GS-11, you must have one (1) year of specialized experience that is equivalent at least to the GS-09 grade level. Specialized experience for the GS-11 is described as experience that involved editing and designing animated effects, producing media elements, delivering media objects through a variety of multimedia technology, performs all aspects of video production. Education may be substituted to meet the specialized experience. Education which may be substituted to meet the requirements at the GS-11 is a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Your resume must clearly document how you meet the specialized experience for the grade in which you are applying for in order to meet the minimum qualification requirements for this vacancy. If you are substituting education to meet the specialized experience, you MUST submit your transcript with your application prior to the closing date of the announcement. An unofficial transcript is acceptable. Credit for Part-time work experience will be prorated based on the number of hours worked. For example, 20 hours of work per week for a 12-month period will be credited as 6 months of work experience. Documents submitted after the closing date will NOT be accepted.

GS-12: To qualify for the GS-12, you must have one (1) year of specialized experience that is equivalent at least to the GS-11 grade level. Specialized Experience is defined, in addition to the experience required for the GS-11, as creating and designing moderately difficult products, creating pictorial drawings and renderings of a highly technical nature, developing multimedia and other types of presentations for a variety of internal and external audiences. Education may not be substituted to meet the specialized experience at grades GS-12 and above.
