Duties

Help

As an Attorney Adviser (General), your typical work assignments may include the following under supervision:

  • Provides guidance and legal advice to internal and external customers on administrative/civil and employment discrimination law issues and ethics
  • Evaluates internal guidance, regulations and policies for legal sufficiency
  • Prepares and presents motions, appeals, agency cases, opening and closing statements and briefings
  • Establishes and maintains effective liaison and coordination with OIG staff
  • Reviews, analyzes and comments on proposed legislation
  • Prepares memoranda and briefings

  • Must be able to obtain and maintain security clearance

  • Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top secret Security Clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Permanent Change of Duty (PCS-Relocation) expenses WILL NOT BE paid.
  • If you have not previously successfully completed a probationary period with the Federal Government in a similar position (i.e., Supervisory), you will be required to serve a two year probationary period.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.
  • Requires up to 10% of temporary duty travel (TDY).

Qualifications

One year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service that demonstrates your ability to serves as an Advisor and representative on litigation of legal matters and litigation concerning employment law, discrimination law, and human resources management. Experience in Federal Ethics Laws is a positive secondary factor. As such, the incumbent provides guidance and services on matters pending before the U.S. Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Office of Special Counsel (OSC), Federal courts, and other fora. Applicants should also have experience providing legal advice and counsel regarding matters of general law.

Note: Applicant must have a minimum of three (3) years' experience providing legal advice and litigating employment law and discrimination matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Basic Qualifications Requirements: To meet the basic requirements, you must meet all of the following:
Possess a J.D. degree from a law school accredited by the American Bar Association.

Be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.

There is no substitution of education for experience at this level.
