About the Position:
This position is in the Environmental Resources Branch of the Programs, Planning and Project Management Division. This technical lead will be responsible for the archaeological and cultural aspects of service contracts at projects with historical or archaeological significance. Technical leadership will be generally be applied to projects of interest to Indian tribes of the Pacific Northwest and in specific to the Federal Columbia River Power System Cultural Resources Program.
The Programs, Planning and Project Management Division is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations. PPPMD project managers lead multi-disciplinary teams to study, design, construct and maintain the District's projects. This position supports implementation of a Programmatic Agreement to mitigate for the effects of operating projects along the Columbia River.

This position functions as a project manager to support implementation of the Federal Columbia River Power System Cultural Resources Program at Portland District. You will plan and execute archaeological studies of areas at US Army Corps of Engineers properties and work sites, on land and in water, and/or provide guidance and oversight of archaeological services contracts. You will define archaeological study criteria and determine methods to be used for work to be completed by contractors. You will write scopes of work, generate cost estimates, and assist with negotiating the service contracts. You will review and evaluate final recommendations provided by contractor. You will develop and maintain proficiency in USACE business and administration processes to ensure accountability and documentation. You will develop detailed scopes, schedulers, and budgets for cultural resources compliance requirements for all assigned projects. You will actively track assigned tasks and capacity and advise your supervisor and the Northwest Division Program Manager on a regular basis regarding project status, technical issues, or schedule delays. You will draft, route for review and signature, submit, and file all applicable cultural resources compliance documents, including consultation letters, memoranda, archaeological reports, etc.
As needed, you will support peer archeologists to prepare reports and effects determinations on other District projects for which we are required to consult under the National Historic Preservation Act.
