This position is for a Health System Specialist within the Office of Clinical and Preventive Services (OCPS), Division of Behavioral Health (DBH), in the Indian Health Service (IHS), Headquarters in Rockville, Maryland. The location of this position is the local commuting area of Billings, Montana. The Division of Behavioral Health applies identified profession and program standards, monitors and evaluates community and Area-wide services provided through grants or contracts with American Indian and Alaska Native (AI/AN) Tribes, Villages, organizations, and direct IHS operations for mental health, social services, and alcohol/substance abuse. The incumbent in this position is responsible for strategic planning, coordinating, negotiating, and directing behavioral health initiatives in regards to grant and Federal funding. The incumbent reports to the Director, Division of Behavioral Health.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Duties

Help

  • Provide Project Management: Manages grants projects by providing timelines to meet funding requirements. Monitors fiscal reports to ensure recipients spend down funding in a timely manner and according to approved activities and budget justification, allowable costs, and ensures proper use of public funds for the duration of programs.
  • Provide Technical Assistance: Coordinates and supports grant funded projects to ensure recipients are meeting project goals, objectives, and national deadlines. Provide assistance for clinical and community-based programming, budgeting, finance, administration, and reporting to meet funding requirements.
  • Conduct Site Visits: Plans, coordinates, and conducts virtual and on-site visits for grantee support. Develops guidelines for visits and communicates expectations for planned site visits.
  • Provide Policy Recommendations: Prepares reports, documents, presentations, and recommendations on behavioral health projects to the Division of Behavioral Health. The incumbent formulates and recommends additional policies, procedures, and/or modifications to improve the efficiency and effectiveness of current grant program operations.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in assisting public health personnel in the development of basic activities to administer established programs; collecting data for analysis to prepare reports for assessing and evaluating program operations, cooperative agreements, contracts, and other awards. Performed duties related to the development, extension, and improvement of health care systems; explains program policies, procedures, activities, services, and benefits to public health personnel and third parties; experience in public health projects of limited complexity as part of the larger public health project.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps.
