The NNSA Associate Administrator for External Affairs has a job opportunity as a Congressional Affairs Specialist. This position is located on the Congressional Affairs Team in the Associate Administrator of External Affairs organization. The employee serves as a Congressional Affairs Specialist, responsible for performing a variety of duties related to the full range of NNSA Congressional advocacy efforts, and the analysis and evaluation of congressional affairs programs and activities. The employee exercises a high level of professionalism, tact and diplomacy; and demonstrates a broad understanding of the needs and concerns of congressional oversight entities as well as a comprehensive understanding of NNSA programs and policies.

Help

As a Congressional Affairs Specialist you will:

  • Serve as a Congressional Affairs Specialist, responsible for performing a variety of duties related to the full range of NNSA Congressional advocacy efforts
  • Coordinate legislative and political activities for Congressional action, including hearings, floor and conference consideration of legislation on which the NNSA has taken a position or interest.
  • Analyze legislative initiatives and coordinate with Congressional committees on legislative matters regarding defense and national nuclear security oversight.
  • Apply a wide range of qualitative and quantitative methods for assessing program effectiveness and make recommendations for improvement.
  • Assess the impact and consequences of actions within the Department/NNSA; anticipate the consequences of alternative decisions; and propose resolution methods based on knowledge of applicable administrative laws, policies, regulations, and precedents regarding the administration of important public programs and knowledge of agency goals and objectives.
  • Work on projects and studies that require analysis of interrelated issues of effectiveness, efficiency, and productivity of congressional affairs programs, activities and initiatives.
  • Develop detailed plans, goals, and objectives for conducting studies and/or evaluating the effectiveness of programs.
  • Maintain effective relationships with Congressional committee members and subcommittee staff members to ensure that an effective exchange of information is maintained with NNSA and the Department.
  • Participate in meetings and effectively communicate the NNSA’s/ Department’s positions and decisions to professional and Committee staff.
  • Gather information on pending Congressional hearings and legislation; coordinate proposed testimony and responses to Congressional inquiries; pass on written analyses and/or reports on anticipated lines of questioning, witnesses scheduled, and their potential input.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade, i.e., NN/NQ-02 or GS-11. Specialized experience for this position is defined as: Experience working with Congressional members and/or their staff participating in the legislative process by preparing, coordinating, or presenting issues, legislative initiatives, responses and/or budget requests in support of an agency or organization.

  • Mastery knowledge of legislation and congressional relations; the procedures and associated committee structure sufficient to serve as a congressional affairs specialist and advisor to the Administrator and staff on the legislative process, Congressional initiatives, and strategies addressing critical issues on Capitol Hill representing the Department of Energy and NNSA.
  • Mastery level knowledge and skill in the application of qualitative and quantitative analysis methods and principles. Level of expertise and competence must be sufficient to effectively address problem areas identified by congressional inquiries. Work assignments require the ability to measure efficiencies of special interest, administrative, and technical programs and work operations, and to recommend methods of resolving congressional inquiries and improving special interest programs. The incumbent must be able to determine the impact of congressional inquiries on the NNSA, including possible increased resource requirements.
  • Knowledge of laws, regulations, policies and procedures applicable to legislative and congressional activities as they pertain to NNSA and DOE in order to track legislation of interest to NNSA, and to advise on specific areas and actions undertaken by Congress that have implications for NNSA.
  • Skill in writing, editing, and research skills to develop comprehensive replies and information papers for the approval and signature of the Department of Energy, NNSA, and senior staff. Skill in written communications to compile reports and recommendations to improve programs. Skill in verbal communications to organize and present briefings on program operations and recommendations to improve programs.
  • Skill in establishing and maintaining effective working relationships with diversified individuals within NNSA, DOE, and Congress to represent the agency’s interests in congressional advocacy efforts.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ/NN-02 or GS-11 grade level.
