Summary

This announcement establishes an open continuous (10-month) Standing Register for Crane Operator positions. This register will primarily be used to fill temporary positions for additional coverage during our winter work maintenance period and for various work projects.  But, in rare instances, could be used to fill a permanent or term position if needed. Applications will be forwarded on an "as needed" basis.

Duties

Help

You will operate cranes, derricks and mobile cranes, and a variety of engineering and construction equipment. Equipment operated can include, but is not limited to, trucks of gross vehicle weights of up to and exceeding 22,000 pounds, backhoes, front end loaders, and various cranes. You will be responsible for assuring equipment is in safe operating condition and for operating the equipment in a safe manner according to safety rules and regulations.

THE ESSENTIAL FUNCTIONS OF THE POSITION ARE:

  • Operates all hydraulic cranes with various attachments to lift equipment, personnel and material at or near crane capacity. Accuracy is critical and worksites restrict maneuverability requiring extreme boom lengths and angles.
  • Operates conventional cable cranes where placement of crane, boom angles and capacity are not critical.
  • Operates hydraulic crane on buoy barge to place and remove all buoys. Operates buoy barrage crane to pick other equipment, personnel and material as required within the capacity of the crane. May serve as deckhand on gatelifter.
  • Performs daily maintenance on equipment checking oil/water levels, greasing/cleaning as needed, filling reservoirs, checking gauges, air pressures, etc.
  • Inspects equipment observing conditions of cables, clamps, outriggers, attachments, moving parts, running gear, etc. Makes minor adjustments and reports all major maintenance or possible safety problems.
  • Determines and selects the equipment and attachments appropriate to the job at hand. Positions cranes accordingly and changes and/or directs changing of boom segments and rigging.
  • Operates fifth wheel or tractor trailer type vehicle to transport engineering equipment and/or other materials and equipment.
  • Operates single body type trucks of unlimited capacities to haul materials/equipment including hazardous materials such as petroleum products.
  • Loads material with equipment such as front-end loader, backhoe, crane, etc. ensuring proper load distribution.

CONDITIONS OF EMPLOYMENT:
 

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • LICENSE REQUIREMENT: This position requires that you possess and maintain a State issued Class A CDL.
  • CERTIFICATION: You must have a current Crane Operator license or certification. A copy of the license or certification must be submitted with your application.
  • BACKGROUND INVESTIGATION: You will be subject to a pre-employment and post-employment background investigation process which includes a fingerprint check.
  • PHYSICAL EXAM REQUIRED: You will be required to successfully complete a physical exam and a functional capacity test, at the expense of the Saint Lawrence Seaway, before being placed in the position.
  • FEDERAL DRUG & ALCOHOL TESTING FOR CDL POSITIONS: This position is a Drug Testing Designated Position (TDP) and CDL drivers are subject to pre-employment, reasonable suspicion, random, return-to-duty, follow-up and post-accident testing for illegal drug and alcohol use.
  • PHYSICAL EFFORT FOR ESSENTIAL FUNCTIONS: Work requires frequent bending, reaching, stretching, climbing, crouching, turning and moving of hands, arms, feet, and legs. Good hand, foot and eye coordination is required. Strain may be caused by vibration of equipment and jerking and jolting from operating in strained positions, and making continual control changes to maneuver the crane around obstructions. May be required to lift up to 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning items. Lifts and moves heavier items with the assistance of other workers and/or lifting devices.
  • WORKING CONDITIONS FOR ESSENTIAL FUNCTIONS:Work is performed indoors or outside in all types of weather, in open/enclosed drivers seats or cabs, on land or water. Is exposed to noise, vibration, dust, oil, dirt, and fumes. May be subject to hazards causing cuts, burns, shocks, bruises, broken bones, drowning, etc. The equipment, tools, and tasks involved with this position require the employee to constantly apply safe work methods and special care to avoid injuries to self and other workers.

Qualifications

Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.

NOTE: The score from the hands-on test will be combined with the score from the on-line questions to determine whether your application will be referred to management.

To qualify at the WG-10 level, you need to have industrial and construction experience operating cranes up to 75-ton capacity.

To qualify for the WG-10, your application will also be rated on the following job elements:

  • Ability to do the work of the position without more than normal supervision.
  • Operation of Motor Vehicles.
  • Work Practices.
  • Ability to Interpret Instructions, Specifications, etc. (related to mobile equip. operation).
  • Ability to Operate Safely (Drive).

PHYSICAL EFFORT FOR ESSENTIAL FUNCTIONS: 


Assignments require moderate to arduous physical exertion involving agility, cramped positions, kneeling, crawling, bending, stooping, entering cramped compartments; working behind high voltage power panels in restricted spaces. Lifts objects up to 50 pounds. Occasionally, may lift and carry objects weighing over 50 pounds, although assistance is usually provided. Good vision with or without glasses is required; ability to distinguish color code of wires and depth of perception is also required. Must be able to detect unusual noise or odor emanating from electrical components. 

When working at Lock Operations, frequently lifts and turns while handling lines weighting up to 100 pounds, generally with another Lock Operations employee.  Frequently required to climb ladders, walk over rough terrain, climb towers, reach, twist, turn, bend, and squat, often while wearing uncomfortable or awkward safety equipment.  May be required to stand for long periods or to board craft from lock walls, docks, or shoreline areas.  Perception of distance and motion, and coordination of hands and eyes are necessary for operating the lock equipment and tying up vessels.

WORKING CONDITIONS FOR ESSENTIAL FUNCTIONS:

May be required to climb to various heights up to 100 feet and work from scaffolds, ladders, or manbaskets. Work is done inside and outside, and is usually dirty, dusty, and greasy. Sometimes required to make repairs and installations outside in bad weather, over water, on the water from rafts, and in work areas that are noisy. Occasionally exposed to the possibility of broken bones and burns. Is frequently exposed to the possibility of electrical shock, cuts and bruises.  May be exposed to hazardous materials/waste. Guidance for proper handling of hazardous materials/waste is obtained through formal training efforts and specific guidance issued by the supervisor.  Failure to handle wastes properly has the possibility of damaging the health of SLSDC employees, damaging Federal property, or polluting the Seaway.

PLEASE NOTE:  As part of the assessment process applicants will be required to come to SLSDC in Massena, NY to perform a Crane Operator hands-on test. Your score on this part of the assessment will be combined with the score from the on-line test to determine whether your application will be referred to management.


Reimbursements for testing and interview expenses are not authorized. If you are required to perform the test and then selected for an interview you are responsible for all costs involved with traveling to Massena, NY.  If you do not live in the local commuting area, phone interviews may be arranged prior to arranging an on-site interview.
