This position is located in the Consumer Financial Protection Bureau (CFPB), External Affairs Division, Office of Intergovernmental Affairs (IGA). The External Affairs Division is responsible for coordination of all external communication, with a focus on raising awareness of consumer issues through activities, messages, and interactions with Public Relations, Media, Communities, Public policymakers' Industries, and other Stakeholders.

Duties

Help

The following are the duties of this position at the CN-53 (Equivalent to GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Identifies and establishes relationships with federal and state consumer financial policymakers to further alignment with the Bureau’s policy initiatives. Maintains ongoing communication with these stakeholders to build collaborative and sustainable working relationships.
  • Stays abreast of developing federal and state consumer financial policy initiatives that may intersect with existing and/or pending Bureau regulations. Prepares summaries of such actions, including recommendations for Bureau engagement. Provides impact analyses of the Bureau’s rulemaking and compliance requirements on certain intergovernmental stakeholders.
  • Prepares time-sensitive briefing and specialized content memoranda for CFPB leadership on relevant topics germane to intergovernmental stakeholder interests and activities. Prepares remarks and talking points for the Assistant Director for Intergovernmental Affairs’ external engagements.
  • Supports the CFPB Director and Assistant Director for Intergovernmental Affairs at intergovernmental functions. Identifies and researches relevant individuals, groups, and organizations prior to intergovernmental events and activities. Conducts electronic database searches for recent press quotations, reviews of Congressional testimonials, and other general background information. Drafts fact sheets, pre-meeting briefing materials, talking points and other informational products in preparation for events responding to intergovernmental interests and inquiries. Coordinates logistics for successful execution of outreach events, handling both pre-and post-event matters. Attends events as necessary.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position is defined as experience conducting outreach efforts to stakeholders to support organizational goals, mission, objectives and strategies; and analyzing policy issues and assessing and evaluating the impacts of policies or regulations on stakeholders. Experience must demonstrate knowledge of financial protection issues with an emphasis on programs regarding financial decision-making.

Specialized experience: For the CN-52, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-51 grade level in the Federal service (For qualification purposes, the CN-51 is broadly equivalent to the GS-11). Specialized experience for this position is defined as experience conducting outreach efforts to stakeholders to support organizational goals, mission, objectives and strategies; and ability to analyze policy issues and assess and evaluating their impacts on stakeholders. Experience must demonstrate knowledge of financial protection issues.

Specialized experience: For the CN-51, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-40grade level in the Federal service (For qualification purposes, the CN-40 is broadly equivalent to the GS-9). Specialized experience for this position is defined as ability to conduct outreach efforts to stakeholders to support organizational goals, mission, objectives and strategies; and ability to analyze policy issues and assess and evaluating their impacts on stakeholders. Experience must demonstrate knowledge of financial protection issues. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. You MUST submit transcripts or equivalent. OR
You may qualify by a combination of experience and education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

If you meet the minimum qualification requirements and receive a score within the top tier of candidates on the self-assessment questions, you will then be required to participate in an assessment. Category rating will be used to rank and select eligible candidates. Based on the Subject Matter Expert review, you will be assigned to one of three quality level categories, A, B or C. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application
