As a Management Analyst, GS-0343-07/12, your typical work assignments may include the following at the full performance level:
Administrative management support in the formulation, presentation, and defense of the Program Objective Memorandum (POM), Budget Estimates Submissions, and Fiscal Year Budget Calls.
Reviews, analyzes, and interprets budget related Office of Management and Budget Circulars and Bulletins, DoD Directives, DoD Instructions, the DoD Comptroller budget guidance and budget call memorandums.
Conducts management analysis surveys and studies of DCIS organizations and recommends and/or establishes procedures, prepares instructions and directives, and initiates necessary action to effectively implement and attain program objectives.
Provides substantive assistance in manpower planning and utilization efforts; maintains charts and informational databases for the management of component functional and organizational structures.
Initiates INV personnel actions into an automated DFAS database tracking system and coordinates with OIG Human Resources (HR) function from point of initiation to resolution for employee relations issues, hiring, promotions, and other HR employee actions.
Conducts program reviews, including evaluation and analysis of statistical and other data in the identification of trends or problem areas in all INV support areas; recommends changes to correct problems to improve operations.
Administers and ensures the effective and efficient operation of INV program areas involving personnel administration, manpower management, vehicle management, property inventory and accountability.
Provide tracking and analysis of requested supplies and services, and monitor trends.
Confer advice to DCIS employees and managers concerning travel, supply management and other administrative services.
Males born after 12-31-59 must be registered for Selective Service.
Able to get and maintain a Secret clearance.
Position is subject to random drug testing.

Qualifications
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields Management, Business or other related field. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year (52 weeks) of specialized experience equivalent to the GS-05 grade level in the Federal service that demonstrates your ability to do the work related to the major duties and knowledge requirements of this position. Specifically, for this position, specialized experience must include experience performing research of data associated with budget, human resource management, travel, transportation, inventory management and other administrative areas for a large, geographically dispersed organization. Specialized experience must include analyzing and making recommendations to the improvement to processes in the above mentioned functional areas (i.e. budget, human resource management, travel and transportation, etc.); OR
D. A combination of education and experience as listed above.
You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A. Completion of a Graduate degree in a field of study that demonstrates the competencies required by this position with a degree in Management or Business; OR
B. One year (52 weeks) of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to do the work related to the major duties and knowledge requirements of this position. Specifically, for this position, specialized experience must include experience performing review or implementation of administrative processes for an organization such as those for budget or resource requests (justification for allocations and expenditure tracking), human resource management (workforce planning and recruitment packages, providing advice to supervisors and employees on human resource services), travel and transportation guidance, inventory management and other administrative services that are provided for a large, geographically dispersed organization. Such experience should have provided the knowledge base that would allow the applicant to successfully analyze and make recommendations for improvement in these processes.); OR
C. A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related in a field of study that demonstrates the competencies required by this position with a degree in Management or Business; OR
B. One year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates competence in administrative program management.
