Help

· The primary purpose of this position is to assist the Director, Resources Directorate in the performance of a variety of tasks pertaining administrative management of civilian personnel programs and activities.

· Serves as a Human Resource Program Specialist/Analyst providing civilian personnel services for Secretariat organizations, their associated Field operating Agencies and numerous highly classified organizations for which Air Force is Executive Agent. Coordinates with other personnel specialists in the areas of staffing, employee relations, labor management, EEO, position classification, and affirmative employment in order to coordinate personnel actions and provide civilian personnel advisory.

· Using experience gained in the affirmative employment arena and limited position management knowledge, the incumbent provides assistance and guidance to senior management in connection with the establishment of new positions, promotions, details, reassignments, fills, etc. Duties require regular interaction with the Air Force Personnel Center Operating Location and Air Force District of Washington to accomplish complex civilian personnel issues and recommends one or more alternative solutions.

· Reviews, analyzes and synthesizes data from core personnel documents, organizational charts, unit manpower documents and reports containing civilian personnel data to ensure compliance with OPM, DoD, and Air Force policies and advise management on civilian personnel matters and hiring strategies. Serves as the organizations primary source for direction and assistance to supervisors for the execution of personnel management responsibilities.

· Provide customer service in person or by telephone and completes correspondence (e.g. answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay benefits. Interprets customers in queries, resolves discrepancies and solves complex problems based on knowledge of civilian pay rules, regulations and procedures.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

SPECIALIZED EXPERIENCE FOR GS-12: At least one (1) year of specialized experience at the next lower grade GS-11 or equivalent. An example of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems; the ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources and require extensive changes in established concepts and procedures; knowledge of program management strategies and concepts related to structure and missions; knowledge of policies, procedures, realignment strategies, congressional review procedures, and program tracking processes for program management oversight.

The incumbent must possess knowledge of organizational structures and functions; analytical techniques that are necessary in the determination, programming, and defense of long-range requirements; written and verbal communication skills to effectively communicate with senior level leadership; managing and coordinating complex activities in order to control a variety of projects and actions that occur concurrently and are broad, comprehensive, and requires various stages to complete. Must have the ability to plan, organize, and assigns timecritical projects and assesses results in a fast-paced energized office environment; knowledge of HR recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; troubleshoot difficult problems referred by less experienced staffing specialists; knowledge of HR processes sufficient to relate recruitment and placement issues to overall HR management processes; advise management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems; skill in developing recruitment strategies to provide candidates for the most difficult-to-fill positions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of civilian personnel management policies, processes and techniques sufficient to advise management and employees regarding rules, procedures, obligations and entitlements.

2. Knowledge of Federal HR affirmative employment, recruitment and placement principles, concepts, policies, and analytical techniques. Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment. Ability to interpret manpower documents and accurately connect personnel records to manpower and funding data elements.

3. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to gather and analyze facts, draw conclusions from information, and communicates information clearly, orally and in writing.

4. Knowledge of analytical reasoning processes and ability to identify and project trends and propose alternative solutions to adverse trends. Knowledge of safety and security regulations, practices and procedures.

5. Knowledge of Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS).

6. Skill in troubleshooting and resolving problems associated with providing recruitment and placement advisory services. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others to ensure cooperative resolution of conflicts and to provide effective coordination of activates.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
