About the Position:

The District is located near downtown Jacksonville with easy access to a major interstate highway, flex time work schedule with credit hour option, workspace in a corporate business setting with security, free parking with shuttle bus service, eating facilities within building and nearby, onsite ATMs and gym. This position will serve as Assistant District Counsel furnishing legal advice and advocacy in a wide range of subject matter areas to include information law (FOIA, Provacy Act, etc.), DERP-FUDS, torts, procurement, civil works, regulatory, ethics, fiscal law, and litigation.

The applicant selected for this position will be compensated at the grade commensurate with the applicant's qualifications (GS-12 OR GS-13). This position can be non-competitively promoted to the GS-13.

TERM positions may be made or extended up to a maximum of six years. TERM positions may be made permanent without further competition.

Duties

Help

  • Provides counsel on a variety of the most complex and difficult legal problems in all areas of responsibility of the Office of Counsel.
  • Litigates cases before executive branch tribunals.
  • Serves as lead counsel for information law, including but not limited to the Freedom of Information Act and the Privacy Act.
  • Serves as the District's agency counsel for FOIA appeals and other litigation regarding information law.
  • Provides legal advice, counsel and representation to Command on the Hazardous, Toxic, and Radioactive Waste (HTRW) missions of the District including but not limited to the Defense Environmental Restoration Program (DERP), Formerly Used Defense Sites (FUDS) and all laws and regulations related thereto such as the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and Superfund Amendments and Reauthorization Act (SARA).

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. The following minimum qualifications requirements must be met before applicants are eligible for further consideration.
Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD) (NOTE: You must submit a copy of your transcripts).
Bar membership: Applicants must currently be a member in good standing of a bar of a state territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. A copy of your current certification must be submitted.
To qualify at the GS-12 level:
You must have two years of professional legal experience acquired after being submitted to the bar, commensurate with the duties and responsibilities of the position; OR I have the second professional law degree (Master of Laws (LL.M.)) plus 1 year of professional legal experience after being submitted to the bar, commensurate with the duties and responsibilities of the position.
To qualify at the GS-13 level:
You must have more than two years of professional legal experience commensurate with the duties and responsibilities of the position.

NOTICE TO VETERANS PREFERENCE: There is no formal rating system for applying veteran's preference to Attorney appointments in the Excepted Service; however, the Department of the Army considers veteran's preference eligibility a positive factor for Attorney hiring. Time in Grade Requirements: Applicants currently employed as an Attorney by the Federal government must have completed one year of time-in-grade at the next lower grade level (GS-11 or GS-12) or the equivalent within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
