SALARY: $124,406 - $172,100 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. Recruitment/Relocation Bonus and Moving Expenses may be authorized. This is a Senior Executive Service (SES) Career Reserved position and is assigned a precedence priority code of DV-6 (equivalent to a Brigadier General) for protocol purposes.

Help

The Air Force Review Boards Agency (AFRBA or Agency) is a Field Operating Agency which adjudicates a wide range of military and civilian appellate personnel actions on behalf of the Secretary of the Air Force and Secretary of Defense. The Agency has responsibility for the adjudication of military justice actions requiring Secretariat approval, complaints of unlawful discrimination by civilian employees and military members, appeals of security clearance revocations and denials, complaints of errors and injustices before the Board for the Correction of Military Records, and medical disability appeals by military members. Incumbent's responsibilities are directly related to and in support of the overarching Congressional and Presidential objectives of operating Military Department Review Boards that ensure due process, equity, fairness, and impartial treatment for all service members, civilian employees and veterans. Specifically, the incumbent is responsible for ensuring the
business processes of the Agency meet the highest auditability and efficiency standards, consistent with requirements for individual treatment of applicants and due process. Incumbent will be empowered to manage the resources required to operate a designated Field Operating Agency, to include tracking and managing a multi-million dollar operational budget, maintaining and enhancing all performance management systems for the Agency and directly tasking Board Presidents and other Agency staff as required for information and reports required to track performance metrics.

QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Your conduct and character must demonstrate suitability for the position for which you are applying. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Executive level management experience in a government agency or private sector organization serving a global customer base that processes thousands of individual cases, claims or personnel actions annually, using detailed business process rules, following mandatory standards of review for decision-making on each action. In support of this qualification, the successful applicant should establish their knowledge and ability to harness strategic and tactical performance metrics to enhance production and output, leverage the use of technology for business process
improvement, and manage organizational budgets and financial accounts in a manner that meets high standards of accountability and auditability.

2. The successful applicant will be responsible for ensuring the business processes for adjudicating each of the categories listed occur in a timely, transparent and legally defensible manner. Applicants must show significant experience with and knowledge of military and civilian personnel systems applicable to the Department of Defense. Applicants should also establish a strong knowledge of the organizational hierarchy of authorities for resolving personnel issues and disputes, at both the uniformed and Secretariat levels.

3. Strong, collegial, executive leadership skills reflected in experience supervising a workforce composed of a wide range of professions and disciplines, including medical, legal, information management, quantitative analysis, financial management and administration.

B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be stale. ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial and information resources strategically.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).

C. DESIRABLE QUALIFICATIONS: The following will be used to help rate and rank eligible candidates:
(1) A complementary assignment in another career area such as logistics, plans and requirements, program management, strategic plans and programs, communications, analysis assessments and lessons learned is highly desirable.
(2) Breadth of experience in multiple organizations and at multiple levels. A mix of experience at more than one base/operating location/installation and Headquarters level experience at the HAF/SAF level or equivalent for a minimum of four years is highly desirable.
(3) Completion of senior professional military education and/or equivalent executive development program such as Federal Executive Institute, Harvard Senior Executive Fellows, National Security Management, Leadership Assessment and Feedback Seminar, or equivalent courses from other colleges, universities, or agencies.
(4) An advanced degree is in at least one specialties related to the substantive duties and responsibilities of the position is highly desired.

A. U.S. CITIZENSHIP. You must be a U.S. citizen to qualify for this position.
B. MOBILITY. Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
C. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278). Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
D. TOP SECRET SECURITY CLEARANCE. Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (www.opm.gov/Forms/pdf_fill/sf86.pdf). This position has been designated Special-Sensitive and the selectee must have or be able to obtain a TOP SECRET with Sensitive Compartmented Information (SCI) security clearance.
E. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
F. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
G. DUTY HOURS. This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
H. VETERANS' PREFERENCE. Veterans' preference is not applicable to the SES.
I. PROBATIONARY PERIOD. An individual's initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
J. AIR FORCE'S SENIOR LEADER ORIENTATION COURSE (SLOC). Attendance is required for newly appointed Air Force SES members within 12 months of appointment.
K. POST-GOVERNMENT RESTRICTIONS. This position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
L. ACTIVE DUTY MILITARY MEMBERS. On resume, indicate when you are eligible for retirement.
M. RELOCATION AUTHORIZED: Yes. Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical or executive core qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon the Air Force Executive Resources Board, Secretary of the Air Force and the Office of Personnel Management approval.
