The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.

Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. These areas are incorporated in the five executive/managerial requirements for the position. Information about the leadership requirements for SES-level positions is available on the OPM website.

Duties

Help

Serves as a member of the SBE Directorate senior leadership team and as the principal spokesperson for the National Center for Science and Engineering Statistics. Provides leadership and direction to the NCSES division. Responsible for the collection, interpretation, analysis, and dissemination of objective data on the science and engineering enterprise. Assesses needs and trends involving the national surveys, implements overall strategic planning and policy setting for the Division, provides leadership and guidance to Division staff members, determines funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, oversees the evaluation of proposals and recommendations for awards and declinations, and represents NSF to relevant external groups. Fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations, and the academic community and is recognized as the leadership of the NSF including its Director, and the National Science Board. Has supervisory responsibility for performance management of the scientific and administrative staff.

Mandatory

1. Ph.D. or equivalent combination of education and demonstrated professional experience in data collection methods or the analysis of statistical data, especially in reference to education, workforce, or research and development.

2. Demonstrated ability to manage one or more aspects of a large, complex statistical or research organization, including the design and implementation of nationally-representative data collections, the analysis of results from such data collections, and outreach to external customers to obtain input and insights about needs and uses of data that are incorporated in surveys and data products.

3. Demonstrated experience preparing survey results or other quantitative information for dissemination to lay and technical audiences in a wide-range of traditional and online reporting formats, such as: summary overviews, in-depth technical analyses, extensive tabular material, sample graphical interfaces, complex table generation systems, and microdata files or databases.

4. Demonstrated knowledge or experience with laws, policies, and practices and procedures surrounding the privacy, protection and access to confidential survey data, the federal statistical systems, federal procurement and contracting, the federal budget and preparation and execution of federal budgets.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/EMs); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is recommended.
