Help

You will serve as an economist with responsibility for economic analysis and consultant services essential to the development of policy, standards, and regulations pertaining to marine vessel, navigational, port, safety and marine environmental protection issues. Your responsibilities will include creating recommendations for policy through economic assessments of impacts, costs, and benefits of alternative proposals for regulatory and standards initiatives; and economic quantification of risks and risk avoidance associated with prospective marine safety and environmental protection initiatives. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Advising and counseling Coast Guard executive and program managers on the most economically effective standards, regulations and Coast Guard resource uses from among a wide and highly complex range of alternatives.
  • Making authoritative policy recommendations based on the application of sound economic theories to assist in the formation of necessary changes and adjustments to major and complex programs with national and international economic implications.
  • Manage and direct technical performance of contracted parties conducting studies to assess the economic impacts of proposed actions and provide economic policy recommendations. May serve as Contracting Officer’s Representative (COR) or Technical Project Manager (TPM).
  • Serving as an expert economic policy consultant, responsible for representing the Coast Guard at public proceedings, including advisory committee meetings, industry meetings, and public meetings and hearings.

Qualifications

To qualify for this position, applicants must show that they possess a professional knowledge of economic theories and principles through the following:

Completion of a bachelors or graduate degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR a combination of education and experience equivalent to a bachelor's degree in economics.

NOTE: The education must have included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, where the courses extend into the senior level, AND the experience must have been involved in performing specific economic research and/or college level teaching. Experience in related fields that did not involve the use and understanding of economic principles and theories is NOT qualifying for this position.

IN ADDITION to possessing the basic educational background, applicants must have:

AT THE GS-11 LEVEL: at least 1 full year of experience (equivalent to the GS-9 level in the Federal service) collecting economic data from primary sources such as a business firm or governmental agency; planning and carrying out various economic analyses, such as the estimation of economic impacts, costs and benefits; guiding project managers informally in the practical application of economic theory, principles, and practices; and preparing preliminary economic reports according to established procedures.

OR

Completed a Ph.D., or at least 54 semester hours of graduate-level education towards a doctorate degree, in economics.

OR

COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements for the GS-11. Forty hours of work per week in the specialized field for 12 months is equivalent to 1 year of full-time experience, and, generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full-time year of graduate study). The applicant's percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 45 graduate hours for a GS-11 equals 50% where 18 graduate hours constitute a full-time year) must total at least 100%.

AT THE GS-12 LEVEL: at least 1 full year of experience (equivalent to the GS-11 level in the Federal service) conducting studies or segments of programs or projects which require a thorough knowledge and understanding of basic economic problems, the integration of the assigned study into the major research problem, and the planning and execution of sequential work steps. This experience must include work such as planning and carrying out the collection of detailed economic data; planning and preparing a quantitative analysis of data, such as pricing/valuation studies and analyses of income and payment flows between entities; making authoritative policy recommendations based on the application of sound economic theories; planning and preparing interpretive reports on specific industries and/or commodities; and providing research interpretation and recommendations based on economic research and studies.

AT THE GS-13 LEVEL: at least 1 full year of experience (equivalent to the GS-12 level in the Federal service) managing and conducting studies or segments of programs or projects which require a thorough knowledge and understanding of basic economic problems, the integration of the assigned study into the major research problem, and the planning and execution of sequential work steps where the economist is responsible for a number of studies being conducted simultaneously. This experience must include work such as crating recommendation for policy through economic assessments of impacts, costs, and benefits of alternative proposals for regulatory and standards initiatives; and economic quantification for risks and risk avoidance associated with prospective marine safety and environmental protection initiatives.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position is typically in or related to this line of work.
