This is a TERM position, located at Fort Belvoir Community Hospital in the Directorate for Healthcare Operations and Strategic Planning, Department of Strategic Communications, Media Relations. Help

As a Public Affairs Specialist at the GS-11 level, the incumbent selected for this position will be required to assist and support the command Public Affairs Office and Deputy Public Affairs Officer in initiating, planning, and directing a positive total information program encompassing and using all available media to inform target audiences of the activities, aims, and accomplishments of WRNMMC, its branch clinics, and its tenant commands. Provide support in developing and disseminating information materials to pertinent publics through the media relative to WRNMMC programs, objectives, and functions. Supports the Command Information Program by developing plans for the command internal information program to determine coverage, areas of priorities emphasis and specific approach to topics of current interest. Selects materials for and/or develops outline for command information presentations and orientations. Receives and processes inquiries received from reporters, writers, producers and editors of national and international news media. Develops news releases and media advisories to support external communication efforts. Supports the planning, organization, implementation, and general hosting of media events, to include press conferences and Presidential visits. Serves as a staff writer for the weekly newspaper, determining the specific approach to and methods of covering events and drafting of the story to include news items, coverage of special events and series, both written and photographic.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

  • This position is a TERM position. It is time-limited and may be extended up to a maximum of six years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
  • This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is includes performing duties such as developing and disseminating informational materials (i.e.; written articles, news releases and speeches); managing informational outlets to include websites, newsletters, and social media; coordinating media events; and advising leadership on governance for release of information to the public.

Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. (Note: You must attach a copy of your transcripts.)

Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36), by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
