Summary

This position is located in the Office of the Executive Director (OED), Administrative Services Office (ASO) where the incumbent serves as the Building Manager. The incumbent is responsible for directing contractors in the areas of buildings facilities and custodial management at the Federal Trade Commission’s Headquarters Building. The incumbent works under the general supervision of the Facilities Operation Supervisor with responsibility for overseeing and coordinating building facilities functions who reports to the Facilities Operations Supervisor.

Duties

Help

  • Plans, directs, coordinates, oversees and administers all building operations, repairs and improvements, HVAC, and preventative maintenance program.
  • Prepares contract specifications, drawings and estimates of costs for materials and man‑hours required by trade, consistent with accepted trade practices for the procurement of goods and services needed to operate, maintain, alter, repair, improve, protect and clean government operated buildings.
  • Acts as COTR for any contracts that are executed for facilities, construction, or maintenance.
  • Plans and assigns work in the most efficient job sequence to the various trades involved.
  • Ensures all preventative maintenance is performed effectively and on schedule.
  • Inspects maintenance logs and supply and parts orders.
  • Analyzes facility and equipment requirements, e.g., utility usage patterns, and inspects for compliance with energy conservation guidelines.
  • Prepares quarterly energy consumption reports as required by the Department of Energy.
  • Analyses commercial bids for construction or alteration work, makes recommendations for award and for negotiation of prices, or for changes in original specifications.
  • Based on estimates, recommends to the Facilities Operations Supervisor, the use of contract personnel or in‑house staff to accomplish work.
  • Prepares all reports related to building support required by the GSA/DOE.
  • Establishes procedures for gathering information required for these reports.
  • Assist the Deputy Director, ASO in the budget formulation for all expenses related to building support and other space related matters.
  • Monitors fiscal management projects and monthly/quarterly expenditures.
  • Prepares and monitors Blanket Purchase Agreements for building services in the areas of electrical, plumbing, painting and HVAC.
  • Develops project plans for agency‑wide facilities programs and major building renovations.
  • Effectively uses contract or in‑house staff to meet changes in work load. Ensures safe working conditions in accordance with applicable guidelines and regulations.
  • Translates accepted agency work authorizations into statements of work, detailed contract specifications, or purchase order nomenclature, as appropriate.
  • Inspects, enforces, administers, and manages contracts in assigned areas of responsibility.
  • Adheres to prescribed procurement and contract policies and procedures.
  • Serves as the Commission’s technical representative and liaison, for the direction, coordination, and supervision of the GSA construction projects. The primary purpose of this function is to ensure that Commission employees continue to receive uninterrupted service while segments of the building undergo construction phases.

Qualifications

To qualify for this position, applicants must meet all of the following requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-13 position, you must have served 52 weeks at the GS-12. An SF-50 that shows your time-in-grade eligibility MUST be submitted within your application package. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Applicants must have specialized experience at the GS-12 in the Federal service that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes demonstrated experience conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans and skill in applying the Ventilation and Energy and Building Codes as they pertain to the installation, testing, maintenance and repair of HVAC components and systems. (This specific experience must be supported by your resume to be creditable for this GS-13 grade level)

Desired but NOT Required: The ideal candidate for this position will possess the following:

Completion of Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level I, II or III certification. (Please provide documentation to support your claim).
