Help

As a Lead Criminal Investigator with the DOE Office of Inspector General you will:

1. Provide technical direction and guidance to a team of investigators and analysts in the handling of complaints submitted to the Hotline, including complaints of fraud, waste, abuse and mismanagement relating to the Department’s programs and operations and conducting time-sensitive, high profile investigations of alleged whistleblower retaliation.

2. Ensure the quality and effectiveness of completed assignments prior to submission to the Hotline supervisor.

3. Coordinate and develop staff to enhance their ability to conduct investigations and/or operate a hotline and management referral system that identifies and prevents fraud and abuse in Department programs and operations.

4. Review investigative reports.

5. Perform team leader duties.

6. Testify and serve as a government witness in court proceedings.

The position requires successful completion of a pre-employment physical. Candidates must meet the medical requirement and physical standards approved for DOE criminal investigators. Upon reporting, and on an annual basis thereafter, you may be required to file a financial statement and/or a procurement integrity certification. These certifications may be subject to public disclosure. The selectee must have and maintain a driver’s license in their State of residence. This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service. The selectee must successfully complete the 10-week Federal Law Enforcement Training Center's Basic Criminal Investigator Training Program in Glynco, GA. Applicants who have previously completed the training program are exempt. This position is covered under the provisions of the Lautenberg Amendment "Suitability to Possess Firearms and Ammunition." This position requires that the selectee successfully and safely qualify with a firearm; failure to do so may result in removal from the position. Criminal Investigators are subject to frequent travel and may be reassigned to a different duty location throughout the U.S. dependent upon program needs. A signed mobility agreement is required. Law Enforcement Availability Pay (LEAP): LEAP is approved for this position to compensate employees for unscheduled duty in excess of the 40-hour workweek. Criminal Investigators must be prepared to work overtime based on the needs of the agency.

Qualifications

To qualify for the GS-14 grade level you must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level.
Specialized experience for this position is defined as:

  1. Independently planning, coordinating and conducting complex investigations into criminal and noncriminal matters.
  2. Reviewing criminal investigative reports of other staff and providing guidance to finalize reports.
  3. Managing confidential informants, conducting interviews, writing investigative reports, coordinating with other law enforcement agencies, documenting evidence and testifying in court proceedings.
  4. Leading an investigative team.
There is no substitute of education for specialized experience at the GS-14 level. Transcripts not required at time of application.

5. Ability to interact with internal and external customers to build coalitions and liaison networks that support and advance the mission.

Current Federal employees must meet time-in-grade requirements by the closing date of the announcement in order to be considered. Appointment to this position may be subject to successful completion of a 1-year probationary period. The minimum age for initial appointment to a law enforcement position is 21, and the maximum age is 37. (The date immediately preceeding an applicant's 37th birthday is the final date for selection.) This requirement does not apply to preference eligible veterans, or if you served in another Federal civilian (not military) law enforcement position covered by special civil service retirement provisions. Applicants who are age 37 or over may subtract any of their prior federal law enforcement service that was in an approved primary/rigorous position and that is creditable for retirement from their current age to meet this age requirement. Applicants must also provide proof of this creditable service. The maximum entry age limit was established in accordance with 5 USC 3307 and does not violate age discrimination laws. The intent of the maximum age limitation is to ensure that a Federal law enforcement officer will have the opportunity to work 20 years and therefore be eligible to retire at 57, when mandatory retirement applies to Federal law enforcement officers.
