Major Duties and Responsibilities (MDRs)
Lead detailed cost and price analysis of contract requirements to provide expertise and guidance to top management. Provide the development of alternatives to produce best value supplies and services.
Serve as a Contracting Officer in managing competitive, non-competitive and independent contracts supporting the execution of efforts, including competitive and non-competitive source solicitation and selection; preparation, negotiation, and award of contracts through various methods of negotiation.
Collaboratively work with Program Managers to plan, develop and establish acquisition strategies for each program, emphasizing flexibility while ensuring sufficient rigor to enable program success.
Advise Program Managers in resolving complex procurement issues including transfer and disposition of United States Government and intellectual property, data rights, export control concerns, organizational conflict of interest concerns, sub-contract issues, and unique provisions in the case of consortia or partnership arrangements such as foreign access to technology.
Manage all contract administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout.
Desired Requirements
Experience: At least two years of progressively responsible professional contracting experience comparable to next lower level in this occupation. Demonstrated experience in Key COTR Competencies for 1 year as a Level 1 COTR.
