Help

1. Provide immediate supervision to the AEP by reviewing incoming requests for OIG assistance, and ensures that such requests are processed in accordance with standard operating procedures and the policies of the OIG.
2. Review audit and evaluation plans, draft and final reports, and ensures conformance with applicable OIG timelines, quality and technical standards.
3. Represent the Inspector General in conferences and negotiations with EEOC officials at all levels, representatives of the Government Accountability Office (GAO) and other Federal agencies or other groups, such as the Counsel of Inspectors General on Integrity and Efficiency (CIGIE), the Federal Audit Executive Committee (FAEC), the Office of Management and Budget (OMB), and the members and staff of the U.S. Congress.
4. Examine financial transactions to the extent deemed necessary to determine compliance with laws, contracts, regulations and decisions, and to test the adequacy of internal controls; and issue audit and evaluation reports to the Chairperson and/or other EEOC officials with recommendations for corrective actions for noted deficiencies and for improvements in EEOC policies, procedures, practices and operations.
5. Prepare technical articles and instructional material, as required for guidance of the staff. Maintain personal contacts with members of professional accounting/auditing and law enforcement organizations to keep abreast of recent developments and trends in the profession.

A certification as a Certified Public Accountant, Certified Internal Auditor, or Certified Government Professional, obtained through written examination is preferred.

"NOTE: Candidates' certification must be a Certified Public Accountant in Good Standing."

Applicant shall be required to obtain a Contracting Official Representative certification within twelve months from date of entry. Training for this certification shall be provided by the EEOC OIG.

Qualifications

You must demonstrate in your resume and responses to questions, at least one year of specialized experience equivalent to the GS-14 level directly related to the line of work of this position. Specialized experience is described as experience providing leadership, direction and supervision to an agency's Audit and Evaluation Program (AEP) responsible for the planning and execution of all OIG audits, evaluations, reviews, and assessments of an agency's programs, operations, personnel and related activities, and for the preparation and issuance of reports.

Ability to lead and supervise a staff of professional personnel to include performance planning and management, employee development, and administering workforce discipline when necessary; implementing strategies that encourage and facilitate cooperation and collaboration within the organization; and fostering commitment, and team spirit and trust.
  3. Ability to communicate effectively in both oral and written formats to include preparing reports; constructing and delivering briefings; and in negotiations associated with resolving issues with internal and external officials.
  4. Knowledge of financial transactions to the extent necessary to determine compliance with laws, contracts, regulations, and decisions and to test the adequacy of internal controls.
  5. Skill in preparing technical articles and instructional material, as required, for guidance of the staff. Maintains personal contacts with members of professional accounting/auditing and law enforcement organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional information

  1. Current Federal employees must meet time-in-grade requirements for merit promotion consideration.
  2. You may be required to serve a supervisory probationary period of 1 year.
  3. You may be required to travel and you may be required to apply for a government travel card.
  4. A background investigation is required and continued employment is contingent on completion of that process to determine suitability for federal employment.
  5. This is a non-bargaining unit position.
  6. The EEOC will not pay travel, transportation, and relocation expenses.
