Summary

This position is located in the Office of the Department of Defense, Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (DIG-Al), Directorate for Whistleblower Reprisal Investigations (WRI). The DoD OIG is responsible for conducting, monitoring and initiating investigations of whistleblower reprisal within the DoD. As an Investigator (WRI) you will be responsible for planning, conducting and overseeing investigations of whistleblower reprisal made by Military Service members, DoD Appropriated Fund employees, Non-appropriated Fund employees, and contractor employees.

Duties

Help

As an Investigator (WRI) GS-1810-14, your typical work assignments may include the following:

  • Conducts on-site investigations of allegations of whistleblower reprisal, restriction and improper mental health evaluation
  • Interviews complainants using complaint intake procedures, takes sworn, recorded testimony, and collects documentary evidence
  • Develops investigative plans for all investigations including coordinating travel arrangements and notifying appropriate officials
  • Analyzes evidence and findings of facts, draws conclusions based on causation, laws, rules and regulations and/or policy
  • Drafts written reports, present analyses, findings, conclusions and all recommendations
  • Conducts close-out briefings as appropriate
  • Monitors and/or leads others in the monitoring of the status of reprisal investigations; identifies any systematic patterns or trends
  • Tracks and provides follow-up inquiries concerning corrective actions from investigative findings by the Military Departments or Defense Agencies; ensures corrective actions are documented in case files
  • Leads team of investigators; assigning and reallocating duties, mentoring, reviewing and approving other investigator's work, when required
  • Performs oversight reviews of investigation reports, dispositive documents for whistleblower reprisal, restriction and improper mental health evaluation allegations
  • Prepares written analyses of investigations that are in compliance with investigative policies and procedures
  • Provides technical support/assistance to Military or Defense Agency Inspectors General regarding reprisal investigations
  • Identifies any systematic patterns or trends concerning whistleblower reprisal, restriction and improper mental health evaluation allegations

Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top Secret security clearance. Only experience and education obtained by the closing date of this announcement will be considered.

Incumbent is required to complete a Financial Disclosure Statement, OGE Form 278, annually and to inform supervisor of any conflict of interest or potential conflict of interest whenever such conflict has been identified.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level.)

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position.

Permanent Change of Duty (PCS-Relocation) expenses WILL NOT BE paid.

Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.
If you have not previously successfully completed a probationary period with the Federal Government in a similar position (i.e., Supervisory), you will be required to serve a two year probationary period.

Qualifications

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service in planning and conducting all aspects of reprisal investigations, to include preparing investigative plans, interviewing witnesses, and collecting and analyzing evidence. Applicants must also have experience researching and applying federal whistleblower protection statutes and demonstrated experience analyzing and reviewing evidence, collecting relevant from interviews, statements, and reports; developing written reports, presenting findings and recommendations of reprisal investigations. .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at this grade level.
