Summary

The Deputy Chief Information Officer (DCIO), Strategic Sourcing, is a full time position  that reports to the Assistant Secretary for Information and Technology and Chief Information Officer.  This position is located in Washington, DC.  The DCIO serves as the lead IT executive and represents OI&T on all strategic sourcing initiatives and actions. The DCIO is responsible and accountable for the effective, planning, management and execution of end-to-end.  The scope of Strategic Sourcing organization led by this executive includes all OI&T personnel currently working in any OI&T pillar with acquisitions, acquisition support, supplier relationship management, supplier management or vendor management responsibilities.  The DCIO is responsible for establishing the right organizational structure, driving a focused culture through performance targets, and ensuring the Strategic Sourcing organization has the right person in the right role, based on their skills and competencies. 

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $124,406 to $172,100.

The Deputy Chief Information Officer, Strategic Sourcing is the role model for driving collaboration across the enterprise, building and maintaining strong relationship within OI&T, across the broader VA and Federal organizations. 

The responsibilities include, but are not limited to:

  • Accountable for developing a cost effective strategy for vendors that aligns with business strategies to ensure the best possible performance an outcomes for both the OI&T Pillar initiating the contract/ acquisition as well as the entire VA enterprise.
  • Develop and implement long-range sourcing strategies and polices, link strategic plans to the VA OI&T vision and growth plan, and prioritize organization-wide efforts to implement strategies.
  • Lead and direct the acquisition of a wide range of technologies, products, services, and alignment with key market segments to achieve business growth objectives.
  • Direct the development and negotiation highly complex, enterprise-wide, strategic agreements encompassing technology, product development, channel partner and outsourced services. Direct the implementation of these agreements to achieve the growth goals of the business.
  • Develop and set direction on the Strategic Sourcing competency model and drive requirements for a world-class, advanced professional organization that aligns with the VA OI&T vision and growth plans.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications.  These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, or program manager.  An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated substantial experience formulating policies, goals, objectives and operational strategies, integration sequence and processes to include evaluating adherence to integration processes and decision making for Information Technology programs.  Ability to describe risk management procedures including how to handle integration and implementation of vendor provided products versus products developed internally.

TQ2:  Demonstrated substantial experience with contracting and acquisition functions in a large organization, including business contract requirements; proposal development; contract and vendor management; Supply Chain Management, Category Management, license management; and strategy.
