This position is located in the Tax Audit Division (TAD) within the Office of Assistant Administrator, Field Operations. The incumbent is responsible for planning and executing a variety of assignments involving data analysis and the development of audit analyses as well as other related activities with appropriate supervisory oversight.

Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Coordinates and assists audit offices and other divisions in the application of Computer Assisted Audit Techniques (CAATs) and advanced data analysis techniques of alcohol, tobacco, firearms and ammunition industry members.
  • Plans, develops, and coordinates the application of advanced data analysis techniques used by the TAD requiring judgment, imagination, and novel approaches to meet data analysis requirements.
  • Interprets general policy guidelines and/or provides specific technical guidance as requested.
  • Provides data analysis audit advisory services and training to all levels of TTB and TAD, including consultation on a variety of issues and topics focused on the acquisition and conversion of computerized data, and the use of data analysis tools for audits and investigations.
  • Assists in the development and implementation of CAATs and related data conversion and analysis in support of TAD’s mission.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

  • Conducting segments of audits including conducting interviews, analyzing and summarizing audit evidence to support conclusions, and documenting results of audit work. AND
  • Developing audit objectives and supporting tests and documenting this strategy in the audit plan.
    OR
    You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related.
    OR
    You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
  • Experience working for a tax administration organization that includes responsibility for documenting results of audits, projects or analyses in written documents; OR
  • Experience applying accounting or auditing principles to gather and analyze data and draw conclusions.
OR
You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-09, you must have been at the GS-07 level for 52 weeks.

Education

Education Requirements:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

CONDITIONS OF EMPLOYMENT:
