The incumbent will be responsible for providing input on Congressional matters of interest to USADF, and working closely with the Office of the President and the Board of Directors. The incumbent will utilize skills in Congressional outreach, event organization, oral and written communication skills, and knowledge of audio visual tools to coordinate high-level visits and meetings on behalf of senior leadership.

Duties

Help

As an EXTERNAL ENGAGEMENT SPECIALIST, typical work assignments include:

  • Plan and execute activities relating to visits of U.S. and foreign dignitaries; serve as a Congressional go between.
  • Develop agendas, itineraries, scripts, and sequencing events requiring coordination and planning.
  • Help to prepare the agency's president and pertinent senior personnel and/or their appointed representatives for Congressional testimonies and hearings.
  • Assist to identify and define major issues, review appropriate source material, and coordinate the preparation of briefing materials (e.g., issue papers, briefing slides and handouts) and concept of suggested remarks for the agency's president to make.
  • Assist the agency's president with developing an overall strategy for integrating the significant and noteworthy Congressional activities of agency programs and missions.
  • Work with the agency's president to develop a comprehensive Congressional communications strategy to achieve agency communications objectives regarding other government agencies.

Qualifications

To qualify at the GS-11 grade level, you must have one of the following:

A. Ph.D. or equivalent doctoral degree
OR
B. 3 full years of progressively higher level graduate education leading to such a degree
OR
C. LL.M., if related
OR
D. An equivalent combination of education and experience
OR
E. 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal government. Examples of specialized experience include: identifying and resolving issues or problems of a procedural or factual nature; completing assignments that require using qualitative and quantitative analytical techniques such as: literature search, task analysis, and job structuring; development and administration of questionnaires; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; identifying, analyzing, and recommending solutions to problems in an organizational structure; applying fact-finding and work measurement techniques to prepare and deliver briefings to managers on study findings and recommendations.

To qualify at the GS-12 grade level, you must have at least 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal government. Examples of specialized experience include: planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; developing new or modified organizational structures, management processes, or procedures for administering program services; preparing project papers and staff reports; organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; presenting recommendations and negotiating solutions to disputed recommendations; performing a wide variety of analytical studies and projects related to management improvement, management controls, or long-range planning.

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Additional information

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
