This position is located in the Department of Labor, Office of the Inspector General, Office of Management and Policy, Division of Budget Managment. The Division is the focal point within the OIG in providing day-to-day mangement, oversight and technical direction of OIG's budget/financial mangement and strategic planning activities. The incumbent functions as a financial management analyst and is responsible for providing a wide variety of analytical and administrative duties connected with all phases of budget process and other financial management activities for the Office of the Inspector General.

This position is at the full performance level.

This position is outside the bargaining unit.

Help

Actively participates in the formulation and the justification of the agency’s budget submission, and for the development of other materials to request and defend the OIG’s budget before the Department, OMB and the Congress.

Ensures that the agency's apportionment request for submission to OMB; the Request for Fund Allotment for submission to the Departmental Budget Office/OASAM; and individual agency allocations to the AIGs are consistent with the OIG plans. Prepares special analyses and tables required for justifications. Such analysis is used either at hearings held with OMB, Congressional subcommittees, etc. or are the result of such hearings.

Coordinates the preparation and/or the execution (i.e., obligation and expenditure of funds) of the administrative portion of the OIG approved operating budget to ensure that funds are properly allocated and are being obligated and spent in a timely manner in support of management objectives. Makes adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available

Analyzes operating programs from the perspective of efficiency, economy, and effectiveness in their administration and for conformance to policies, guidelines and commitments upon which appropriations were made, report findings, and makes appropriate recommendations.

Monitors costs associated with the OIG staffing and average grade control programs. Develops monthly status-of-funds reports, quarterly statements of condition, financial trend analysis and projections, identifying potential problems and recommending solutions.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection. Reference the "Required Documents" section for additional requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience may include such duties as performing analytical, technical and administrative work for the budgetary process; responsibility for budget formulation, justification, presentation, enactment and execution and experience developing reports to assist in analyzing financial data.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

There is no substitution of edcation for the required specialized experience at the GS-13 level.
