Help

The selectee will serve as a Marine Inspector, responsible for providing technical expertise and leadership in the enforcement of marine safety, vessel inspection, pollution prevention, vessel manning, regulations, treaties, and international conventions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Conducting reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards.
  • Determining that vessels being inspected have the proper documents and certificates on board and in effect.
  • Inspecting vessel hulls, including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks and special use structure.
  • Inspecting vessel machinery, including propulsion equipment, control machinery, auxiliary machinery, special deck, vessel pumping equipment, damage and fire control machinery, electrical and power general systems.
  • Ensuring the required inspection documentation is prepared and appropriate orders drafted specifying required changes, repairs or operational limitations for the vessel and its equipment.
  • Conducting preliminary marine casualty investigations, including the collection of physical and documentary evidence to be used by the marine casualty investigator to complete the investigation.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

AT THE GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: Independently conducting, and/or serving as a qualified team member or leader on, marine inspections or vessel surveys, and marine casualty investigations on the most complex vessels (must include foreign flagged deep-draft cargo vessels); determining compliance with laws, regulations, and applicable standards, verifying the existence of proper vessel documentation and the certification and safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, cargo and pollution prevention systems) and machinery, and the soundness and acceptable parameters of vessel structures and hulls; identifying hazardous conditions and violations and prescribing corrective measures; conducting foreign tank vessel Certificate of Compliance inspections and evaluating International Safety Management Systems; providing technical expertise and training to junior inspectors; providing input to program planning; and writing analytical reports.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
