AREA OF CONSIDERATION IS LIMITED TO CURRENT PERMANENT INTERNAL AIR FORCE CIVILIAN EMPLOYEES WITHIN THE LOGISTICS COMMUNITY OR CURRENT PERMANENT INTERNAL AIR FORCE CIVILIAN EMPLOYEES WHO HAVE PAST QUALIFYING EXPERIENCE IN THE LOGISTICS COMMUNITY; ALL OTHER CANDIDATES WILL BE OUTSIDE THE AREA OF CONSIDERATION. THIS ASSIGNMENT IS TEMPORARY AND LIMITED IN DURATION TO 36 MONTHS. 

THIS VACANCY ANNOUNCEMENT IS FOR ONE FORMAL CAREER BROADENING OPPORTUNITY IN THE LOGISTICS CAREER FIELD. THE ORGANIZATIONAL LOCATION OF THIS POSITION IS HQ AFMC/A4, WPAFB, OH.

THE LOGISTICS CAREER FIELD MAY UTILIZE DEVELOPMENT TEAM VECTORS TO FILL LOGISTICS CAREER BROADENING VACANCIES.

Career Broadening positions are centrally funded and managed by AFPC/DP2Z.  Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager/executive. 

Career Broadening also provides executive training and developmental opportunities in a Major Command or staff environment. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment, while gaining new experiences in a different work environment. 

Duties:

- Plans, organizes, and directs life cycle logistics and maintenance planning for identified systems/programs as a senior logistics management specialist at the MAJCOM level.

- Directs, plans, organizes, oversees, and participates in RNI activities that impact life cycle sustainment.

- Plans, directs, and manages organizational review programs that ensure government needs are met and validated, and that economy and quality of operations are maintained or improved.

- Uses knowledge of the supply system, supply chain management, and other major AF initiatives, systems, and programs to apply to RNI activities.

- Represents RNI office with a variety of AF and functional area organizations.

OTHER SIGNIFICANT FACTS:

1. Mobility is a condition of employment. Employee must sign an Air-Force-wide-mobility agreement.

2. Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of job duties while TDY.

3. The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

 

ADDITIONAL CONDITIONS OF EMPLOYMENT:

2. MOBILITY AGREEMENT: These are not continuing positions and assignment duration is limited to 36 months. An employee selected for a Career Broadening position must sign an Air Force Mobility agreement as a condition of selection.

3. PCS expenses is authorized will be paid IAW JTR and Air Force Regulations.

4. Defense National Relocation Program is authorized.

5. TEMPORARY PROMOTION:  If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition. 

6. Employee must be able to obtain and maintain the proper clearance required for the position.

Qualifications

SPECIALIZED EXPERIENCE:

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service.

Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: 

Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.  The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

 

1. Knowledge of a wide range of field, intermediate, and depot level maintenance concepts, principles, theories, industry best practices, and organizational structure, as well as life cycle logistics planning, to formulate, justify, and implement improvements in support of the mission.

 

2. Knowledge of the mission, function, goals, objectives, work processes, and sources of funding pertinent to the intermediate and depot maintenance mission and the relationship to other organizations/functions, the AF and DoD.

 

3. Knowledge of program management and process analysis techniques, and ability to conduct research and develop timely and economically viable solutions, as well as the ability to originate new ideas, studies, and methodologies and to plan and execute intricate multi-faceted projects.

 

4. Skill and ability to plan, organize, and develop complex technical studies or projects, and to negotiate effectively with senior leaders to accept and implement recommendations, where the proposals involve substantial resources and require extensive changes in established concepts and procedures.

 

5. Ability to effectively communicate with others, both orally and in writing, to resolve work related programs, exchange information, justify, defend, present, and/or advise on many complicated intermediate and depot maintenance processes and issues.

 

6. Ability to maintain good working relations with officials from a variety of organizations of different levels, subordinate offices, co-workers and to inspire, motivate, and guide others toward goals accomplished.

SPECIFIC PROGRAM REQUIREMENTS: In addition to the basic requirements, candidates for logistics career broadening assignments must meet the following at the time of self-nomination/closing date of this announcement: 

1. Possess a minimum of twenty-four (24) months of "qualifying experience" in one or more logistics primary or shared occupational series (Reference AFMAN 36-606, Figure 10.1). Qualifying civilian experience must have been performed on a permanent or temporary basis at the GS-13 grade level or higher. Qualifying military experience must have been performed at the E-7 pay grade or higher.

2. Possess 3 or more years of continuous Federal Civilian Service (excluding military service).

3. Must not be under any restrictions as of the self-nominating cut-off date. 

4. All formal training must be completed before Career Broadening consideration.
