About the Position:
Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

    Help

    Duties: This position is located in the Directorate of Public Works.
    You will serve as a project manager for the Division, facilitating and/or expediting maintenance, repair and minor construction projects through all project stages, from their initial approval for design through project completion. Accomplish studies, designs, and appropriate reviews and approvals of project designs. Resolve complex problems, analyze engineering costs, perform professional reviews of division design projects, and prepare related reports and correspondence. Administer and oversee architect/engineer (A/E) contracts related to real property facilities; prepare contracts, change orders, and Government estimates; and coordinate review, acceptance, and payment for completed work. Evaluate the necessity for contract change orders; ascertain the status of funds available for such change orders, and coordinate preparation of the plans and specifications necessary to accomplish changes in construction contracts. Coordinate technical design reviews; edit and consolidate design review comments and make appropriate disposition. Coordinate engineering technical and administrative matters among the Directorate's divisions and installation directorates and activities. Represent the Directorate at predesign conferences; serve as the moderator of the conference and has the authority to commit the Directorate to required courses of action.

    Qualifications

    Experience required:

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

    To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: 1) Preparing, providing, and evaluating civil, structural or geotechnical engineering design specifications; 2) Articulating civil, structural or geotechnical engineering information through various venues such as discussions, meetings, fact sheets, briefings, and presentations; 3) Using performance monitoring and quality assurance principles and methods to ensure engineering contract compliance; 4) Making financial estimates regarding civil, structural or geotechnical engineering costs and expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Ability to Communicate in Writing
    • Ability to Research Engineering Issues

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

    Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience and education.

     

    In addition to the specialized experience requirement listed above, you must also meet the following Individual Occupational Requirement for General Engineering:

    Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note:  You must attach a copy of your college transcripts.)

    OR

    Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
