This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Special Plans and Operations (SPO). SPO conducts assessments and evaluations of DoD programs, functions, and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, the Inspector General, and DoD leaders. . As a PROGRAM ANALYST (Medical) you will be responsible for serving as a senior program analyst and senior expert on multidisciplinary teams conducting projects that include assessments of medical plans, operations and readiness of health services throughout DoD.

Help

As a PROGRAM ANALYST (Medical) GS-0343-14, your typical work assignment may include the following under supervision:
- Serving as a Senior Program Analyst for an assessment team and is the senior expert on medical plans, operations and readiness assessments for in-garrison and deployed
environments.
- Applying extensive knowledge and experience in military healthcare deliberate and contingency planning for health service support of service, joint and coalition expeditionary operations in planning and conducting extensive analyses of existing conditions and recommending improvements for consideration of senior DoD leadership.
- Leading and directing teams that conduct assessments of military healthcare planning for health service in support of service, joint and coalition expeditionary operations.
- Applying knowledge of and experience in military force health protection doctrine in- garrison and in deployed environments, teams gather information from a wide variety of sources, with minimal impact on on-going military operations.
- Identifying cross-cutting military healthcare issues of national security level interest, conducting complex world-wide assessments of these issues, with a primary focus on frequent interaction with senior experts in DoD and with other Federal representatives, and response to inquiries from Congress or DoD management regarding all aspects of assigned projects.

Other Position Requirements

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG. If you are currently an employee of DoD and in a Drug Testing Designated (DTD) position, you are not required to submit to a pre-employment drug screen. However you will be required to submit to random drug testing while employed while employed with DoD OIG.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

You may qualify for the GS-14 level, if you fulfill one of the following qualifications requirements:

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as:

  • Experience working in military or civilian leadership, management, senior analyst, or organizational inspection program (OIP) positions, delivering or providing oversight of military healthcare. Maintained awareness of legislation, emerging trends and systemic issues in military healthcare; AND
  • Experience designing and managing assessments and evaluations of medical plans, operations and readiness, and/or healthcare administration issues of a complex nature at fixed or deployed military treatment facilities and/or at the ASD (Health Affairs), Defense Health Agency, or military Service (Army, Navy, USAF or Marines) headquarters levels; AND
  • Experience conducting or leading project teams conducting assessments and evaluations of military healthcare system policies, programs, plans, procedures or processes. Project duties involved all phases of planning and execution, data collection, analysis and documentation; report preparation and coordination; briefings of clients, senior officials, and management; and the development and tracking of actions to address identified deficiencies; AND
  • Experience preparing written products and making oral presentations to senior staff and executive management at the flag officer and SES levels on sensitive or complex issues related to various aspects of DoD's Military Healthcare System.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience at this grade level.
