Summary

The work of this position serves as the senior HR Specialist for performance management-employee relations function. Primary areas of concentration include employee relations, performance management, pay for performance, discipline, appeals, leave administration, and telework. Is responsible for the development of operating guidance and procedures, and program evaluation and measurement.

Help

As a Human Resource Specialist, you will:

  • Ensure that mandatory requirements such as employee performance plan issuance, mid-year reviews, and final reviews are met; and advise managers and supervisors on evaluation, feedback and recognition techniques, establishment of critical elements and standards, aligning employee performance plans with organizational goals, performance requirements, and the overall adequacy and quality of employee performance plans.

  • Conduct FinCEN HR studies, reviews, research, and analysis of workforce management, performance management, and employee relations issues.

  • Serve as the employee relations advisor providing interpretation, information and guidance on the full range of employee relations problems and issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:

You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for the position is defined as proven proficiency and supportable (as evidence in the resume) experience in ALL of the following:

•Providing advice, technical assistance, and policy guidance to staff, supervisors and/or senior management officials on a wide variety of assignments related to employee relations matters and performance management; AND
•Designing or leading HR projects or studies, and recommending solutions to problems that have significant impact on human resources programs.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
