This position is part of the Library Services and Content Management, Government Publishing Office in Washington , District of Columbia.

The Selectee will work shift 1 and a tour of duty from 8:00 am to 4:30 pm.

The Digital Preservation Librarian performs assignments in support of preservation programs and activities for digital collections maintained by Library Services and Content Management (LSCM), the Superintendent of Documents, the Government Publishing Office and digital collections in Federal Depository libraries. The employee reports to the Chief, Projects and Systems, and will work closely with the Preservation Librarian and the Chief, Library Technical Services (LTS) and staff in LTS, the office responsible for the administration of the Federal Depository Library Program (FDLP) and Cataloging and Indexing Program (C&I).

The employee will work with the Preservation Librarian and supports higher graded staff on strategic initiatives and services for the preservation of Federal Information in digital formats. The Digital Preservation Librarian is responsible for activities and tasks associated with digital collections such as curation, assessment, format migration, technology refresh, etc., employing digital preservation technology, methodology, processes, and procedures, in order to maintain and preserve digital collections.

Help

As a Digital Preservation Librarian, typical work assignments may include the following:

  • Performs work to establish and maintain FDsys/govinfo and other digital repositories as Trusted Digital Repositories under the guidance of the Preservation Librarian.
  • Provides input on matters related to digital asset curation for GPO's Preservation Program, the National Plan for Access, and follows the LSCM strategic direction for collecting and maintaining digital assets in public access collections for the Superintendent of Documents.
  • Provides input to the Preservation Librarian and higher graded staff on technical recommendations and guidance for the development and implementation of digital asset ingest procedures, workflows and metadata, in order to maintain the required certification of the FDsys/govinfo Trusted Digital Repositories.
  • Conducts research and analysis and proposes recommendations for the preservation of digital collections in FDsys/govinfo and the prioritization of requirements for digital curation of these collections.
  • Researches and drafts quality control assessment specifications, plans, and instructions for determining the quality of digital content for ingest for review by higher graded staff. Recommends software tools and systems to manage digital content including tools for extracting and deriving metadata and format conversion.

Qualifications

To qualify for the Digital Preservation Librarian, PG -1410-11/12, you must meet the following requirements:

Qualifying specialized experience for PG-11 level, please select the statement below that best describes your highest level of education and/or experience.
A. 1 year of specialized experience at the PG-9 (or equivalent) level or higher that includes working with collections of digital assets in a library settings, including collecting, managing, and providing access and using digital assets in serving library patrons informational needs.
B. A Ph.D. related to the field of work from an accredited college or university.
C. Completed 3 years of progressively higher level graduate education in library science in an accredited college or university. (NOTE: one year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of study. If that information cannot be obtained, 18 semester hours should be considered equivalent to 1 year).
D. I do not possess 1 full year of specialized experience as described in option A or the graduate education as described in options B or C above, however, I have an equivalent combination of education and experience. The combination of my education and experience equals at least 100% of the total requirement.

Qualifying specialized experience for the PG-12 grade level, you must have one year of specialized experience at the PG-11 (or equivalent) grade level. Specialized experience includes: serving as the curator of digital collections, overseeing and developing strategies for collection development and maintenance; developing and maintaining digital asset workflows and procedures; advising and assisting with metadata creation for digital assets.

As a basic requirement, all librarians must have professional education in library science or possess equivalent experience and/or education as shown below however as a standard practice applicants must have a master's degree in library science. A. I have a completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (or)
B. I have a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must show conclusively that the education, training and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge, skills, and abilities essential for providing effective library and information services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
