Duties

Help

Procures a variety of goods and services, both commercial and non-commercial, using various buying programs and techniques. GSA procurements range from the simple to the complex, to include purchases of:

  • Highly technical services or IT systems/subsystems to include integration services, software, hardware, maintenance and related services
  • A wide variety of product purchases such as furniture, office supplies, hardware, equipment, and more
  • An extensive variety of professional services such as engineering, business process improvement, consulting, etc.
  • Travel and transportation
  • Light, medium, and heavy duty vehicles, trucks, and other vehicles
Leads pre- and post-award activities for procurements of Government-wide importance such as:
  • Market research
  • Requirements development
  • Drafting solicitations
  • Seeking sources
  • Developing source selection strategies
  • Analyzing technical and price proposals
  • Negotiating price, terms, and conditions
  • Forming contracts
  • Conducting debriefs
  • Resolving protests
  • Contract administration
  • Contract closeout

Serves as a consultant and trusted business advisor to both internal and external customers and stakeholders. Provides timely and efficient support, technical guidance and advice regarding all contracting matters.

Delivers world-class customer service with an emphasis on customer requirements and relationships to achieve results that serve to further the mission of agency clients within the acquisition framework.

The GS-13 salary range starts at $94,796 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Applicants must meet the requirements set forth in 1, 2, or 3 below:
  1. All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.
Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience utilizing contracting regulations, policies, and procedures to;
  • perform the full range of pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;
  • defend pre-award and/or post-award protests, contract claims, and contract disputes;
  • work as part of an effective, integrated project team as well as work collaboratively with junior contract specialists and coworkers.
Examples should detail evidence of professional potential, business acumen, strong oral/written communication, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services.

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

Relocation-related expenses may be paid, if it is determined that this position is hard to fill. Decisions will be made on a case-by-case basis.

On a case-by-case basis, the following incentives may be approved:
