Summary

The Mission of the United States Merchant Marine Academy is to educate and graduate licensed merchant mariners and leaders of exemplary character who will serve America’s marine transportation and defense needs in peace and war.

This position is located in the Department of Information Technology, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD). This position is established to provide confidentiality,integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. You will serve as the senior advisor to the Director of Information Technology, USMMA, on matters related to Information Technology Security.

Help

As a Information Technology Specialist (INFOSEC), you will:

  • Coordinate activities that facilitate ensuring the confidentiality, integrity, and availability of systems as defined in the Federal Information Security Management Act (FISMA) Master Inventory and for providing direct support to the Authorizing Officer.
  • Provide assistance and recommendations to supervisor regarding technology planning and policy formation for the IT Security Program.
  • Review and maintain familiarity with USMMA industry requirements and needs for automation technology.
  • Provide appropriate technical expertise and advice to enable the Director of Information Technology to recommend approval/disapproval for authority to operate IT systems.
  • Monitor technology support activities regarding progress toward attainment of USMMA security objectives.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TIME-IN-GRADE - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

TO QUALIFY FOR THE GS-13: On Experience, you must have at least one year of equal or equivalent experience, it must include:
  • Experience providing confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
