Position serve as an Environmental Engineer at the Clovis Field Office under the California Area Office of Environmental Health and Engineering, Sanitation Facilities Construction Division with responsibility for the planning, design, construction and technical assistance in providing essential domestic water supply, distribution and storage facilities, wastewater disposal facilities, pumping stations and sewer systems. Position reports to the Sacramento District Engineer.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Duties

Help

Collaborates with federal, state, and tribal officials, and community residents for the planning, design or design review, construction, and project management related to water, wastewater, and solid wastes facilities to serve Indian homes and communities. Conducts site investigations of existing water and wastewater systems and environmental conditions. Prepares original designs and preliminary and final layout of systems, equipment and components, considering size, space, capacities and economy. Determines system requirements, prepares engineering designs for water, wastewater, and solid waste facilities including water pumping and treatment plants, water storage reservoirs, water supply distribution systems, sewage collection systems, wastewater treatment facilities, and solid waste disposal facilities. Represents the Contracting Officer and/or the Tribe in the administration, inspection, and approval of construction contracts. Reviews/inspects engineering work and construction performed by contractors.

These duties are described at the full performance level (GS-11). The GS-5/7/9 levels are developmental leading to such performance.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-07: Specialized experience is knowledge of professional engineering and scientific work involving environmental programs and projects in the areas of environmental planning and environmental compliance through experience or education. Ability to perform work primarily involving domestic, storm, and industrial wastewater collection, treatment, and disposal facilities; involving refuse, solid, and hazardous waste collection and disposal systems; and/or involving water supply, treatment, and distribution systems.

GS-09: Specialized experience is moderate experience in evaluating existing sanitation facilities (water, sewer, and solid waste), identifying deficiences; preparing project documents for sanitation facilities projects; design and plan preparation; construction management; operation and maintenance technical assistance; and drawing review.

GS-11: Specialized experience is knowledge and skill of public health, environmental sanitation, and engineering concepts, principles, and practices applicable to the full range of engineering duties concerned with design, layout and construction of domestic water supply and distribution facilities, wastewater treatment and disposal facilities, and solid waste disposal facilities.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
