· Assists the Deputy General Counsel (Acquisition) and/or designated supervisor in providing legal support in matters pertaining to acquisition law and Small Business laws. Comprehensive knowledge of government contract laws (including Federal Acquisition Regulation and supplements thereto) and underlying principles and maintains current knowledge of new developments in acquisition law. Experience interpreting and applying DoD and Air Force Directives and Instructions. Responsible for providing accurate advice regarding all Small Business and acquisitions issues including compliance with applicable laws and regulations. Independently develops solutions to complex problems involving legal, factual and possible political implications.
· As a subject matter expert within the area of acquisition law and Small Business law. Provides legal advice, counsel, and opinions to the General Counsel, and Small Business Director (or designated representatives) on the most complex legal issues related to these areas of expertise. Provides legal advice, counsel, and opinions to Assistant Secretaries, Deputy Assistant Secretaries and other senior persons. Advice may be given orally or contained in formal written legal opinions depending on the circumstances.
· Represents the General Counsel's office at meeting on problems relating to the functional areas assigned. Attends meetings with high-ranking officials from DoD, DoJ, other government agencies, and private industry on matters relating to the Air Force policy and Small Business and works without supervision on resolving mutual problems, negotiating agreements, and coordinating acquisition law actions and policies. · As assigned, accomplishes specialized projects which require an exceptionally high level of legal training and experience. Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of the Air Force, DoD and other defense agencies and military departments, other government agencies, and private industry on matters of interest to the Air Force.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
· Must have graduated from an accredited law school and admission to, and in good standing with, the bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
· Must be able to obtain and maintain a Secret clearance.
· Employee must file SF 450, Confidential Financial Disclosure Report.
· Work may require occasional overtime. Employee may be required to travel by commercial or military air in the performance of TDY assignment.
GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Qualifications Required at GS-14 or GS-15 Level:
Assignments require the first professional law degree (LL.B. or J.D.) and active (or equivalent) membership, in good standing, in the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the roles and duties of a senior government attorney.
2. Superior knowledge of applicable substantive federal laws, regulations, and policies with specific focus on all matters pertaining to acquisition law and Small Business.
3. Ability to successfully accomplish specialized projects and resolve novel problems by applying facts to applicable law to achieve Air Force objectives.
4. Skilled in various research methodologies, including computer-assisted technologies; ability to gather, analyze, and coherently communicate data involving complex legal issues and theories.
5. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force.
6. Ability to communicate effectively, both orally and in writing; skilled at communicating, coordinating, and collaborating on order to foster effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
