About the Position:
This position is with the U.S. Army Communications-Electronics Command's (CECOM) Software Engineering Center (SEC), which is one of the most comprehensive software support centers within the Department of Defense.


Position(s) will be filled under the Department of the Army Pathways Recent Graduates Program. Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

Applicants can be selected at the GS-07. The target grade of this position is GS-12

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Be a U.S. Citizen
  • Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
  • Current students who will graduate no later than 9 months within the closing date of this announcement.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

U.S. Army Communications-Electronics Command's (CECOM) Software Engineering Center (SEC) is one of the most comprehensive software support centers within the Department of Defense. SEC provides much of the DoD's software expertise needed to support command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR), as well as logistics, business and enterprise systems in the modern digital environment. As a developmental IT Specialist (Information Security), you will assist in performing duties such as:

  • Implementing technical changes/enhancements for compliance with revised specifications on application or executive software systems;
  • Assessing client server hardware/software platform, technology or software integration and ongoing utilization;
  • Providing IT help desk support to internal customers;
  • Coordinating required IT Services through email or over the phone;
  • Providing information and assistance to organization personnel.

Qualifications

Qualifications:
To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2)Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the requirements above, one year of specialized experience is required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05) applying basic IT principles and practices to perform structured assignments following standardized rules, gathering and analyzing facts and drawing conclusions, and communicating factual and procedural information clearly, orally and in writing. Examples of qualifying experience include: performing activities leading to security certification and accreditation; identifying violations and recommending corrective actions; providing input in drafting information systems security documentation.

Education: One full year of graduate level education (Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.) or will have the above education requirement within 9 months of the close date of this announcement (Note: You must attach a copy of your transcripts

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement or will have Superior Academic Achievement (S.A.A.) based on (1) class standing, (2) grade-point average, or (3) honor society membership within 9 month of the close date of this announcement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.)- Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 9b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR
(3) Honor Society Membership- Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Information Assurance
  • Information Technology Performance Assessment
  • Oral Communication
