About the Position:
Position(s) will be filled under the Department of the Army Pathways Recent Graduates Program. Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

Applicants will be selected at GS-07. The target grade of this position is GS-11

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Be a U.S. Citizen
  • Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
  • Current students who will graduate no later than 9 months from the closing date of this announcement.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

Help

The Deputy Chief of Staff for Resource Management, (DCSRM/G8) serves as the Commanding General's (CG) principal staff officer for financial accounting, budgeting, cost analysis, and civilian and military force management matters. The G8 assist the CG by determining and obtaining financial, civilian, and military resources required to accomplish the command mission. The G8 also develops and maintains effective financial, manpower, and management control systems and procedures for safeguarding and achieving optimum use of resources. The G8 takes responsibility for program budget system, finance, accounting, and related fiscal controls, while implementing and administering the command cost and economic analysis program and selected acquisition information management system

As a developmental ACCOUNTANT, you will assist in performing duties such as:

  • Serving as an Accountant and maintaining fund control status for the installation financial management system.
  • Certifying funds availability for current and prior year funds.
  • Planning, coordinating, and directing month-end and year-end closeouts.
  • Assisting in resolving problems between the automated non-financial system interfaces and the Department of Defense accounting system.
  • Coordinating with specialists in other units of the Comptroller or serviced activities to develop corrective approaches to problem situations

Qualifications

BASIC EDUCATION REQUIREMENTS ACCOUNTANT 0510

A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law or will complete the above education requirements within 9 months of the closing date of this announcement.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge or will complete the above education requirement within 9 months of the closing date of this announcement. The applicant's background must also include one of the following:

(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR

(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR

(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements or will complete the above education requirement within 9 months of the closing date of this announcement.

MINIMUM QUALIFICATIONS
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; 2) gathering data from financial systems; 3) researching financial policies and laws to resolve common financial issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or will complete the above education requirement within 9 months of the close date of this announcement.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Accounting Analysis
  • Concepts, Policies, and Principles of Accounting
  • Financial Management Systems
  • Writing

Education
