About the Position:

Position(s) will be filled under the Department of the Army Recent Graduates Program.  Click herefor more information on Pathways program participation.  After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
    • EXCEPTION:  Positions in the Instructional Systems (GS-1750) series, Operations Research (GS-1515) series,  Accounting and Budget (GS-05XX) series, and all occupations covered by the Defense Acquisition Workforce Improvement Act (DAWIA) require a 24-month appointment period in order to complete the training and/or certification requirements specific to each occupation prior to conversion.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted

At the full performance level of the target conversion position (GS-11), you will:

You will serve as a Management and Program Analyst at Aberdeen Proving Ground, MD. In this developmental position you will have many opportunities to learn and gain experience through formal and on-the-job training which will acquaint you with the policies, methods and techniques peculiar to a position characterized by knowledge and skill requirement of a Management and Program Analyst. Assignments are progressively difficult and are designed to prepare the incumbent for more difficult and responsible work at the intermediate and ultimately the journeyman level. At the full performance level, some of your major duties will include:

  • Plan, analyze, and review major programs associated with mission and customer funded programs.
  • Monitor and perform detailed analyses of program progress and utilization of resources.  
  • Develop and maintain databases that contain program data, funding data, delivery dates, contract tracking, HR data and other key pertinent information as required.
  • Interfaces with the Business Operations Directorate POC to ensure guidance and requirements are up-to-date.


After program completion, Department of the Army Pathways Recent Graduates MAY be converted to a permanent or term appointment without further competition after 2 years if pathways recent graduation conditions are met.
This position is being filled at the GS-07 level with potential conversion to a position with a full performance level at GS-11.

  • This position requires a Defense Acquisition Level I Program Management Certification. Applicants not certified may still apply and be selected, but must achieve certification within 24 months of appointment.
NOTE: You MUST provide official transcripts prior to appointment. Students may apply within nine (9) months of meeting their educational requirements.  If you will be graduating in 07/2018, you will be required to submit a final copy of your official transcripts prior to entrance on duty.

Qualifications

Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: 

To qualify at the GS-07 grade level: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes work that involved: 1) Prepared a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. 2) Provided general guidance and assistance to employees on various aspects of an assigned training program 3) Assisted in the program/management analyst support in the Functional areas such as: financial, contracting, manpower, human resources, and/or other administrative/business areas.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • KNOWLEDGE OF MANAGEMENT AND PROGRAM ANALYST CONCEPTS
  • SKILL IN USING AUTOMATED COMPUTER SYSTEMS
  • ABILITY TO ANALYZE

Positions are open to:

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.  Students may apply within nine months of meeting their education requirements.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty.  Eligibility for these veterans cannot exceed six years after degree or certificate completion.


  • This is an Administrative Careers With America (ACWA) recruitment. This is a developmental position with non-competitive promotion potential to the GS-09 grade level; management is recruiting at the GS-05 and GS-07 grade levels. You will serve in an entry level, developmental capacity to acquire the specialized skills and knowledge to serve as a contributing team member. You will have non-competitive promotion potential to intervening grades when all work can be performed at that level and all other requirements have been met.
  • Applicants who meet the qualification requirements will be required to take and obtain a passing score on the appropriate Administrative Career with America (ACWA) assessment.  You will be notified of how to take the ACWA assessment.
