Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.  Students may apply if they will meet their education requirements within (9) nine months of submitting their application package. Transcripts from an accredited institution are required (see required documents).

Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty.  Eligibility for these veterans cannot exceed six years after degree or certificate completion.

If you will be graduating in 2017, you will be required to submit a final copy of your official transcripts prior to entrance on duty.

Help

This is an Administrative Careers With America (ACWA) recruitment.  The ACWA Program for entry-level hiring at the GS-07 grade level. This is a developmental position with non-competitive promotion potential to the GS-11; it will be filled at the GS-07 grade level.  You will serve in an entry level, developmental capacity to acquire the necessary knowledge, skills, and abilities.  You will have non-competitive promotion potential to the GS-11 when all work can be performed at that level and all other requirements are met.

You will serve as a Financial Management Analyst at either Aberdeen Proving Ground, MD. In this developmental position you will have many opportunities to learn and gain experience in the professional work of financial management through the application of accounting, budgeting, and manpower principles, theories, concepts and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements. At the full performance level, some of your major duties will include:

    Identify resource management needs not met by the prescribed system, recommends improvements in accounting, budget, manpower and financial procedures or services, and submits systems change requests.
    Advise other analysts, functional users and program directors on systems interfaces and implementation requirements.
    Analyze output for reliability and accuracy and for the effects of actions on other accounts or systems.
    Perform special studies to identify accounting, budget and manpower deficiencies or for correction of improprieties disclosed through audit.
    Recommend requirements for data flow controls and output requirements necessary for the design of automated systems.
    Develop and issue training instructions, provides user training and assistance on resource management systems applications, responds to user questions, and resolves problems.
    Attend meetings and conferences on resource management system integration and problem solving and maintains liaison with functional and technical personnel using existing systems.
    Monitor unfavorable trends or deviations and suggests necessary corrective actions.
    Provide input or modifies accounting, manpower, and budget procedures, operating instructions, and working guides for assigned activities.


EXCEPTION:  Positions in the Financial Management Analyst (GS-0501) series and all occupations covered by the Army Acquisition Technology, and Logistics (AT&L) require a 24-month appointment period in order to complete the training and/or certification requirements specific to each occupation prior to conversion.

**THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

General Schedule

Specialized/General experience: In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  Additional information about transcripts is in this document.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

To qualify for GS-07: based on your experience, your resume must describe at least one year of specialized experience. Specialized experience is defined: 1) applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; 2) gathering data from financial systems; 3) researching financial policies and laws to resolve common financial issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    KNOWLEDGE OF FINANCIAL MANAGEMENT CONCEPTS
    SKILL IN AUTOMATED COMPUTER SYSTEM

Education

To qualify for the GS-07 level:

1 full year of graduate level education
OR
Superior Academic Achievement which must have been gained in a curriculum that is qualifying for the position to be filled. Based on (1) Class Standing Must be in the upper third of the graduating class. (2) Grade Point Average - a. 3.0 or higher out of a possible 4.0; b. 3.5 or higher out of a possible 4.0 based on the average of courses completed in the major field of the required courses in the major field completed during the final 2 years of the curriculum. (3) Election to membership in a National Scholastic Honor Society.

Combination of education and experience.
