Summary


You will serve as a Computer Engineer designing, developing, installing, testing, maintaining, evaluating data handling/transfer/control and computing systems for aerospace, aeronautical, space science and/or earth science vehicles, spacecraft or instruments, their support equipment or experiment systems (involving the hardware, software and security) and data systems for acquiring, reducing, and computing data to meet end-to-end data systems’ needs.

This position is assigned to Glenn Research Center; Facilities, Test and Manufacturing Directorate; Testing Division, Data Systems Branch, located in Cleveland, OH.
The Data Systems Branch provides critical data acquisition capabilities in over 50 aero and space facilities and develops and maintains the hardware, software and application-specific code for steady state systems, as well as, dynamic data systems. In addition, the Branch provides the network infrastructure within the facilities, IT Security, and the integration of customer acquisition and analysis systems into the test environment.

This is a bargaining unit position (i.e. covered under labor/management agreement).

Help

* Implements Information Technology (IT) initiatives, projects, and work assigned to project teams; reviews and refines final products. Evaluates, analyzes, and recommends needs for equipment and software. Performs acquisition related to the delivery of IT Security and Risk Management Services. Implements, updates and reviews system security plans or other system or information documentation.
* Designs, develops, and implements a wide range of standard hardware and software to support large-scale LAN/WAN systems.
* Acts as a technical specialist on the procedures, methods, and techniques used for checkout, acceptance testing, and preparation of software, systems, or hardware.
* Reviews and analyzes existing systems design to initiate redesign or modifications, to improve operational effectiveness and or reparability of hardware.
* Provides technical expertise to design, implement, and support operating systems through procurement and installation of appropriate systems software. Assists with implementing a major operating systems project.
* Designs major parts of unique or leading-edge technology, hardware, equipment, or systems to meet specific mission requirements. Serves as a consultant in the field of hardware system design.
* Supports the design, development and testing, including upgrades, parts reliability requirements, failure analysis/corrective action investigations, special laboratory tests, performance evaluations, and design audits of in-house and contracted projects.
* Serves as a skilled computer scientist in the design, development, test, checkout, and readiness of systems or equipment that involve standard concepts and varied requirement problems.

Qualifications

In order to qualify for this position you must meet Basic Education Requirement

You must have successfully completed an undergraduate or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science, Other fields of science.

Degrees in engineering technology are not considered to be qualifying for this position.

The degree must have been received in the year of, or any year subsequent to the original date of accreditation.

Additional Qualification Requirements : In addition to meeting the Basic Education Requirements you must also meet additional qualification requirements:

1. Have one year of professional, directly related specialized experience equivalent to the GS-9 level in the Federal service providing system and network security services; analyzing existing and testing new computer systems; evaluating and testing hardware and software; diagnosing system failure; AND implementing hardware and software to support large-scale LAN/WAN systems.
OR
2. Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field.
OR
3. Completed 3 full academic years of graduate education in an appropriate field.
OR
4. Have an equivalent combination of experience and graduate education as discussed in 1, 2 and 3 above.

Education


Required college majors for applicants qualifying on the basis of undergraduate or graduate education only:
Computer Engineering.
Other majors will qualify if the major includes or is supplemented as follows:
a. Computer Science and Pure Mathematics are qualifying if the major includes or is supplemented by 12 semester hours (or the equivalent) in appropriate Physical Science or Engineering courses and includes or is supplemented by at least two courses shown under "b"
b. Applied Mathematics is qualifying if includes or is supplemented by at least two of the following courses: electronics, electrical networks, solid-state physics (for transistors, tapes, etc.), optics (for simulation), electricity and magnetism, computer organization, logic design, control systems, communication theory.
c. Other appropriate physical science and engineering majors (like Electrical Engineering) are qualifying if the major includes or is supplemented by six semester hours (or the equivalent) in Mathematics beyond Basic Calculus and includes or is supplemented by at least two courses shown above under "b."

ABET accreditation requirement applies to foreign education. Applicants who have completed part or all of their education outside the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to the education received in accredited educational institutions in the U.S. If selected, a written evaluation of any foreign education must be provided to the Human Resources official making the offer. Please indicate in your resume that you have had your foreign education formally evaluated. Failure to provide this evaluation will result in your being found unqualified for the position.
