Help

As a Human Resources Specialist, you will:

- Serve as the primary HR representative to one or more major units of FinCEN, advising managers and employees on a wide variety of HR management functions and overseeing the provision of necessary services for those organizations;
- Advise on and conduct recruitment and placement activities for hiring, promotion, and reassigning staff, including preparing vacancy announcements, screening for basic qualifications, assigning ratings and guiding rating panels;
- Assure that performance plans are developed, perfomance reviews are conducted, and performance issues are addressed, including the development of performance improvement plans;
- Determine that position descriptions are accurate and appropriate for employees and/or recruitment actions, as well as initiating action to accomplish revisions or amendments to position descriptions; and
- Advise employees on benefit matters, including but not limited to all forms of leave, insurance, and retirement.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

Experience in applying, interpreting, and advising on procedural and regulatory requirements in at least two of the following HR areas:

- Classification and Position Management
- Compensation
- Staffing/Recruitment
- Benefits
- Performance Management
- Employee Relations

Such experience must have included analyzing problems and issues, and advising management of recommended solutions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
