Major Duties may include, but are not limited to:
The incumbent serves as Deputy Division Director for Science and Planning, RDD, and is responsible for working with the Division Director to provide administrative and technical direction and supervision over the development functions of the Division.
♦ Responsible for working across Divisions to move completed research into operations. Incumbent designs and conducts research using own initiative and identifies statistical problems facing the Agency.
♦ Reviews and evaluates operations of the Division to appraise effectiveness of policies and programs, determines deficiencies, and takes or recommends appropriate action to the Division Director and other senior executives.
♦ Directs research designed to develop, test, and evaluate new statistical methodology and survey procedures to improve the efficiency, timeliness, precision, or accuracy of the agricultural surveys and censuses conducted by NASS.
♦ Promotes the adoption of sound and advanced methods and technologies developed through research.
♦ Recommends changes or modifications of survey standards and methods used in NASS necessary to ensure acceptable procedures and to meet research and operating objectives.
♦ Conducts analyses for isolating and measuring sources of sampling and nonsampling errors, and devises procedures for eliminating or minimizing such errors.
♦ Serves as an agency expert in the areas of total survey design, statistical quality management theory and practices, and multivariate analysis and statistical models.
• This position requires up to 5 % travel.

Education for a Mathematical Statistician: Applicants must have a degree that included that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. MUST SUBMIT TRANSCRIPTS

Combination: You must possess a combination of education and experience, as shown in (A) above, plus appropriate experience or additional education. The experience offered in combination with educational courses to meet the requirements should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Specialized Experience: defined as experience related to the work that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To qualify for a GS-15, applicants must possess one year of specialized experience equivalent to at least GS-14 level. Such experience would include guiding an organization responsible for information technology infrastructure research, design, implementation and maintenance, providing program management and tactical planning; interdisciplinary collaborations with industry, academia, and guiding multiple government agencies to develop and implement information technology standards and best practices; and development and maintenance of secure information and operations systems.
