This position is located in the Legislation, Regulations, and General Law Division, Office of the Chief Counsel, Federal Highway Administration (FHWA). The Office of the Chief Counsel is responsible for all legal issues that affect the programs of the FHWA and provides legal support and advice to FHWA and the U.S. Department of Transportation. As an Attorney Advisor, you will work under the direction of the Assistant Chief Counsel for Legislation, Regulations, and General Law. You will be responsible for the performance of legal services and coordination of legal activities concerning the Federal Highway Administration’s legislative program, including providing legal reference and legal advice regarding the entire scope of FHWA’s programs. Your work may include drafting and analyzing legislation and amendments to pending Federal legislation; drafting legislation to implement Departmental and Administration initiatives; drafting the testimony for and preparing officials of the Administration or the Department before hearings before congressional committees; and preparing legislative views packages and coordinating the agency review process. Your work may also include reviewing and analyzing guidance documents for compliance with OMB Good Guidance principles and statutory authority and reviewing and analyzing regulatory documents for compliance with the Administrative Procedure Act and other Federal laws and Executive Orders.
