The Office of Inspector General (OIG) supports the mission of the Department of Health and Human Services (HHS) in protecting the health of Americans and providing essential human services. The OIG is comprised of dedicated professionals promoting the economy, efficiency, and effectiveness of HHS managed programs such as Medicare, Medicaid, and Head Start. The integrity of these programs is evaluated for success, and any fraud, waste, or abuse is addressed by OIG.

With a staff of more than 75 professionals, the Office of Counsel to the Inspector General (OCIG) provides all legal services for OIG. The office is divided into three branches; Administrative and Civil Remedies (ACRB), Advice and Industry Guidance. ACRB initiates and litigates actions seeking civil monetary penalties and the exclusion of heath care providers from participating in Federal health care programs, because of fraudulent or abusive conduct. ACRB represents OIG in all administrative and civil fraud enforcement actions and monitors the compliance of providers under integrity agreements.

Help

The Attorney Advisor will: 

  • Represent OIG in the litigation and settlement of administrative litigation matters involving OIG's administrative sanctions (i.e. civil monetary penalties and exclusions) for false claims, kickbacks, sub-standard quality of care, and grants and contract fraud;
  • Represent OIG in civil litigation and settlement, appeals of program exclusions and resolutions of self-disclosed conduct.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. For this vacancy announcement, applicants must have completed at least 52 weeks at the GS-13 grade level to be eligible for the GS-14 and at least 52 weeks at the GS-14 grade level to be eligible for the GS-15.

Basic Requirements:

  • Applicants must have graduated from a law school accredited by the American Bar Association. NOTE: You must submit copies of your transcripts to verify that you meet this requirement; AND
  • Applicants must be a current member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar association. NOTE: You must submit copies of your certification to verify that you meet this requirement.

Specialized Experience:

  • To qualify for the GS-14 you must have at least one full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal service and four or more years of professional legal  experience, acquired after being admitted to the bar, which demonstrate accomplishments in litigating and negotiating administrative, civil, or criminal cases. In addition, you must possess strong writing, advocacy and negotiation skills. 
  • To qualify for a GS-15 you must have at least one full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-14 grade level in the Federal service and five or more years of professional legal experience, acquired after being admitted to the bar, which demonstrate accomplishments in litigating and negotiating administrative, civil, or criminal cases. In addition, you must possess strong writing, advocacy and negotiation skills.
