About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Help

The incumbent of this position will provide professional accounting advice and assistance to service program directors and activity financial managers in resolving accounting problems, to promote efficient fund allocation, and to provide program operation advice. Ensure the integrity, propriety, accuracy, and timeliness of accounting reports; analyzes program operations; and advise managers on changing program operations.  Incumbent is expected to use technical knowledge and professional expertise to resolve significant matters related to the office accounting functions. Incumbent analyze systems to resolve the impact of program operations on accounting problems of above average difficulty. The work includes advising a number of program directors and financial managers on satisfying regulatory requirements, fiscal responsibility, reprogramming of funds and improving operations.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

OR

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

OR

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has
determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Education Requirement, Qualified Candidates for this position must ALSO identify in their resume that they possess one year of specialized experience equivalent to the next lower grade/level (GS-09) in the federal service that demonstrates the following: 1) Providing professional knowledge of the concepts and principles of accounting; 2) Using automated systems to find, review, or change accounting data in transaction files, ledgers, accounts, summary reports, and financial statements; 3) Maintaining automated and manual processes to continually validate systemic treatment of standard and nonstandard accounting transactions.

OR

EDUCATION SUBSTITUTION: Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related to this position. (NOTE: You must attach a copy of your transcripts for verification).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of accounting principles and practices
  • Knowledge of accounting software
  • Ability to solve mathematics problems
  • Ability to understand accounting information
