This office is responsible for designing, directing, and implementing foreign public opinion research on political, economic, social, military, and refugee affairs as well as bilateral and multilateral relationships of countries around the world. This research is part of comprehensive analysis area affairs based on classified, unclassified, and open source materials. The incumbent serves as an expert in survey research methodology and statistics as they pertain to the development and analysis of public opinion research. This research is typically based on public opinion surveys and focus groups conducted among general populations, as well as special populations such as elites, refugees, or ethnic minorities. The incumbent applies his/her knowledge of survey design and analysis to provide technical advice and methodological consultations to geographic area analysts and division chiefs. He/she is responsible for assisting in the development of designs for policy-relevant public opinion research in a variety of challenging circumstances. The duties listed below are described at the GS-14 level. At the GS-13 level, the incumbent will perform similar lower-graded duties under closer supervision and with less independence.
- Serves as an office expert in overall survey design, including innovative research designs for challenging environments or hard-to-reach populations. - Uses sampling strategies for stringent probability-based sampling in face-to-face, telephone, online or mixed mode/multiple-frame surveys. - Applies advanced multivariate analysis of public opinion data with a wide range of strategies for identifying significant patterns, segmenting potential audiences and estimating sampling error in complex sample designs. - Design questionnaires, including measuring constructs such as political efficacy, social distance and nationalism. - Communicates effectively and maintains liaison with division chiefs and analysts. - Trains staff in research design, sampling and statistical analysis.
One year probationary period, unless excepted by regulation.
Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

BASIC REQUIREMENTS:
Have an undergraduate or higher level degree from an accredited college or university that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), AND 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; OR in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements is given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing;
OR
Have a combination of education from an accredited college or university as shown above PLUS appropriate experience or additional education. This experience include a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and test of significance.
