Located in Boulder, Colorado, the Institute for Telecommunication Sciences (ITS, http://www.its.bldrdoc.gov) is the research and engineering laboratory of the National Telecommunications and Information Administration (NTIA). ITS supports NTIA by performing the research and engineering that enables the U.S. Government, national and international standards organizations, and many aspects of private industry to manage the radio spectrum and ensure that innovative, new technologies are recognized and effective. The Institute for Telecommunication Sciences is seeking bright, innovative, results-oriented individuals to join our Pathways Internship Program (IP). The Pathways Internship Program (IP) targets students accepted for enrollment or currently enrolled in a degree-seeking program (diploma, certificate, etc.) in an accredited/qualifying educational institution, on a full- or half-time basis. (Applicants who do not meet the definition of “student” will not be considered). Internships can be seasonal (spring, summer, fall) or year-round. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position. Interns may work full-time while on academic breaks or part-time (up to 20 hours per week) while attending school.

Help

The selectee will serve as a Student Trainee assisting senior computer and electronics engineers. Duties will include developing, validating, and verifying software implementation. Other duties include, but are not limited to:

  • Web front-end development, databases, application deployment, and technical support
  • Implementing complex mathematical algorithms in computer model development.
  • Applying best practice methodology to software development and testing in a team environment.
  • Applying established methods, tests, procedures and techniques, and documenting actions and results.
  • And performing other duties as assigned.

Qualifications

To qualify for the ZP-I Student Trainee (Computer Science) position you must possess the following:

Completion of high school or GED diploma (equivalent to GS-2); completion of I full academic year of post-high school study (equivalent to GS-3); completion of 2 full academic years of post-high school study or an associate's degree (equivalent to GS-4); or completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree (equivalent to GS-5).

OR

One year specialized experience with modern programming concepts.

OR

A combination of experience and education.

To qualify for the ZP-II Student Trainee (Computer Science) position you must possess the following:

Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree (equivalent to GS-7); or completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree (equivalent to GS-9).

OR

One year specialized experience with modern programming concepts; and developing, validating, and verifying software.

OR

A combination of experience and education.

To qualify for either band, the candidate must be:

  • Enrolled or be accepted for enrollment as a degree-seeking student in a computer science related program from an accredited educational institution.
  • In good academic standing with their school's academic program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employments. You will receive credit for all qualifying experience, including volunteer experience.

Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Additional information

Interns may be converted to a permanent (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program. Program requirements for conversion include:

  • Complete at least 640 hours of work experience acquired through the Internship Program.
  • Complete their degree or certificate requirements.
  • Meet the qualification standards for the position to which the Intern will be converted.
  • Meet agency-specific requirements as specified in the Participant's Agreement.
  • Perform their job successfully.
This appointment may continue until the selectee earns 640 work education hours AND education program requirements have been completed, at which time the individual may, at the agency's discretion, be converted to a term or permanent appointment. Pathways intern are not conferred any rights nor guarantee for conversion at the end of the appointment.
